Inside Haysville, building permits are issued by the City’s Public Works Department at 401 S. Jane (316-529-5940), not by Sedgwick County. Apply at the counter or send the City form to permits@haysvilleks.gov or by fax. Fees follow a valuation table that starts at $40, so a $250,000 house pays $2,078, and every contractor needs both a current MABCD licence and a Haysville licence.
Who issues building permits in Haysville?
The City code requires a permit from the City, issued through the Department of Public Works, before anyone builds, alters, moves, demolishes or changes the occupancy of a building or installs service equipment. The department’s Inspection/Code Enforcement division reviews site plans, issues permits and inspects; Tony Martinez is Director of Public Works, and the building officials who enforce the code are designated by the director.

Land outside the city limits in unincorporated Sedgwick County is permitted by the county’s Metropolitan Area Building and Construction Department (MABCD, 316-660-1840), which serves Wichita and the unincorporated county; Haysville is not one of the small cities that contract with MABCD.
Codes in force: the 2018 International Residential Code with Sedgwick County’s 2018 amendments (Resolution 120-2018), the 2018 International Building Code (Ordinance 1048), the 2020 National Electrical Code, the 2021 Uniform Plumbing Code, the 2021 International Mechanical Code and the 2018 International Existing Building Code.
What needs a permit in Haysville?
The City says a building permit is needed for any new building, addition, alteration or repair to a home or commercial building, including accessory structures such as sheds and pools. Electrical, plumbing and mechanical work needs its own permit, and fences, driveway approaches, culverts, excavations, signs, wells and underground sprinklers each have a City permit.

Applications, licences and homeowner permits
The City’s Forms page carries the building permit, roofing and siding, solar, fence, approach and sidewalk, excavation, well, electrical, plumbing and mechanical applications, the contractor licence applications and the Site Plan Checklist. Print the form and bring it to 401 S. Jane, or scan it to permits@haysvilleks.gov or fax it to 316-529-5945. Most applications need a site plan, and the Inspections Department has 2 business days to review a site plan once it is submitted; after approval the owner or contractor can buy the permit.
Contractor licences: every contractor and tradesman must show both a current MABCD contractor licence and a City of Haysville licence before a permit is issued. City licences expire on January 1 each year and are not pro-rated. Building contractors pay $125 (Class A, projects over $30,000), $100 (Class B, $30,000 or less), $75 (Class C, roofing and siding) or $50 (Class D, fences); electrical, plumbing and mechanical contractor licences are $75, with $20 master and $10 journeyman certificates. Contractors carry general liability insurance of at least $500,000 per occurrence, with the City of Haysville as certificate holder on the certificate of insurance, plus workers’ compensation and automobile insurance. Solar installers need an electrical licence and, outside the SF-15, SF and TF zones or whenever they build a support structure, a Class B building licence.
Homeowners: an owner who lives in the house can get a building permit without a contractor’s licence, but only two permits a year. An owner-occupant may also build a new home without a licence, with at least 12 months between such homes. Plumbing, electrical and mechanical permits can only be bought by a licensed contractor.

Building, roofing and siding permits use the City’s posted “Sedgwick County/City of Haysville” valuation table, which the code adopts through Chapter 17. The table includes a $15 issuance fee.
| Valuation of work | Building permit fee |
|---|---|
| $1–$1,000 | $40 |
| $1,001–$2,000 | $3 more for each $100 ($70 at $2,000) |
| $2,001–$40,000 | $11 more for each $1,000 ($488 at $40,000) |
| $40,001–$100,000 | $9 more for each $1,000 ($578 at $50,000; $1,028 at $100,000) |
| $100,001–$500,000 | $1,028 plus $7 per $1,000 or fraction |
| $500,001–$1,000,000 | $3,828 plus $5 per $1,000 or fraction |
| Over $1,000,000 | $6,328 plus $3 per $1,000; over $5,000,000, $18,328 plus $2.25 per $1,000 |
The printed row for $58,001–$59,000 reads $696, out of step with the $650 and $668 rows either side of it.
Plan review is 65% of the permit fee for each plan the code requires, except for one- and two-family dwellings. A $250,000 house therefore pays $1,028 + 150 × $7 = $2,078 with no plan review fee, before trade permits and any water or sewer taps. A $400,000 commercial building pays $1,028 + 300 × $7 = $3,128, plus $2,033.20 for plan review, or $5,161.20.

|---|---|
| Re-inspection (building, electrical, plumbing or mechanical) | $50 each |
| Fence permit | $25 |
| Driveway approach permit | $50 |
| Culvert permit | $60 |
| Excavation permit | $50 |
| Underground sprinkler permit | $30 |
| Sewer tap | $500 |
| Water tap, 3/4 in. or 5/8 in. meter | $2,250 |
| Private sewage disposal system permit and inspection | $200 |
| Permanent sign / temporary sign | $75 / $25 |
Work begun without a permit carries an administrative penalty equal to the permit fee on top of the fee itself (the City’s permit page calls this double fees); for a licensed contractor the penalty is the permit fee or $200, whichever is greater. If a contractor walks away from a job, the contractor who finishes it needs a second permit at 10% of the original fee. Pay at the counter or by card over the phone; American Express is not accepted.
Electrical, plumbing and mechanical work
Electrical, plumbing and mechanical permits are separate from the building permit and can only be bought by a licensed contractor holding both MABCD and Haysville licences. The building permit form has a “Trades” line and notes that separate permits may be needed for electrical, plumbing, heating and mechanical work. If a building’s electrical service has been off for 6 months or more, an electrical permit and a City inspection are needed before Public Works releases the approval and Evergy can reconnect the account. Hot tubs and pools may also need a licensed electrician’s permit to extend a circuit.
What to submit
The building permit application asks for the job address, legal description, zoning district, class of work, floor areas (living space, finished and unfinished basement, garage), estimated value, the flood zone, base flood elevation and minimum pad elevation, and the building, electrical, plumbing and mechanical contractors. Planning and zoning and the building inspector both sign off before the permit is issued.

Get a free quote →Every site plan shows property lines, easements, the house, existing accessory structures, overhead or underground electric lines, gas lines and the water and sewer mains, drawn as if looking down on the lot; it does not have to be to scale. Project sheets add details: distances to property lines (3 ft side setbacks for carports and garages, 5 ft for pools, 10 ft for hot tubs), deck dimensions, fence height and material, and how a carport is anchored at all four corners. Nothing may be built over a dedicated easement, and fences in an easement need an 8 ft removable panel or gate.
How to get a Haysville building permit
Land outside the city in unincorporated Sedgwick County goes to MABCD instead.
The contractor and each trade need current MABCD and Haysville licences; owner-occupants use the homeowner exemption.
Follow the City’s Site Plan Checklist and the item list for your project type.
Bring it to 401 S. Jane, email it to permits@haysvilleks.gov or fax it to 316-529-5945; site plan review takes up to 2 business days.
Pay in person or by phone, then display the permit or receipt where it can be seen from the street.
Book each inspection 1 to 2 days ahead through Public Works.
Inspections
Call Public Works at 316-529-5940 to schedule. Inspections are first come, first served; a same-day request can only be fitted in after 1 p.m. if an inspector is free, so the City suggests calling 1 to 2 days ahead. The building permit lists the inspections: footings, foundation, framing, electrical, plumbing, mechanical and final, and no certificate of occupancy is issued without them. On lots with a minimum pad elevation, a licensed surveyor must certify that the lowest opening is at or above it once the basement walls or foundation are poured and before work continues.
Each re-inspection costs $50. A permit expires if work does not start within 180 days or stops for 180 days; reinstating it within a year costs half the original fee, and the Building Official may refund up to 80% of the fee on a written request within 180 days if no work was done.

All development in a mapped floodplain needs a permit, including construction, fill, excavation and fences, and elevation certificates must be on the FEMA 2023 form. If improvements or repairs to a building exceed 50% of its market value (land excluded), counted over five consecutive years, the whole building must meet current floodplain standards. In parts of the city with a high water table and no storm sewer, a building permit needs the building official’s special approval and must show the lowest floor elevation and how any pumped groundwater will be discharged.

Kansas has no general statewide building code: each city and county adopts and amends its own. A few state rules apply everywhere, led by the Kansas Fire Prevention Code. Kansas rules

Do I need a permit for a shed in Haysville?
