In Coralville, the Community Development Department (319-248-1720) takes building permit applications by email at submittals@coralville.org, reviews them against the 2024 International Building and Residential Codes the city adopted with local amendments effective October 31, 2025, and issues the permit once the fee is paid and signed for in person at 1512 7th Street. Fees follow a valuation table that starts at $25 for work up to $500, and electrical permits and inspections are handled entirely by the State of Iowa.

What requires a building permit in Coralville?

Coralville requires a building permit before a structure is erected, added to, enlarged, moved, reconstructed, structurally altered, demolished or removed. Community Development also issues separate fence and sign permits, and new construction needs a Construction Site Runoff (CSR) permit from Engineering before the building permit is released.

Permit needed

  • New homes, additions and remodels that change structure
  • Decks, with a drawing showing railings, stairs and post holes
  • Detached sheds and garages over 200 square feet
  • Commercial re-roofing and residing, at any size
  • Retaining walls that stabilize a foundation, support a 40 psf live load or stand 8 feet or more; these must be designed by a structural engineer
  • Every fence, through the separate $25 fence permit
  • Demolition ($50), including interior demolition, which needs no plans, and signs ($50 per sign)

No building permit

  • Accessory buildings of 200 square feet or less (zoning setbacks still apply)
  • Reshingling or residing a single-family home or duplex when no structural damage is repaired
  • Underground pet fences

Sheds go in the rear yard only. Detached accessory buildings sit at least 6 feet from the rear lot line, at least 5 feet from the house, 10 feet back from a house wall that faces a street, and 20 feet from an alley line if a vehicle door faces the alley; they must be smaller than the house and cannot be built before work on the house has begun.

What Coralville decides and what the state holds

Ordinance No. 2025-1015 adopted the 2024 International Building, Residential, Fire, Existing Building, Fuel Gas, Swimming Pool and Spa and Property Maintenance codes. Its local changes include treating finished basement space as habitable space, sprinklers in townhome buildings of more than five attached units, IRC appendices for radon control, sound transmission, tiny houses and accessory dwelling units, sump pumps and footing drains that may not discharge onto a sidewalk or street, and a fee for work started without a permit that can be double the permit fee, up to $1,000. Plumbing, mechanical, electrical and energy work follow the State of Iowa codes the city adopts by reference; for the current state editions the city points applicants to DIAL’s building code staff at 515-725-6145.

Coralville building department: who handles permitting

Community Development handles plan review, building permits and building inspections, and also runs the city’s rental housing program. Community Development Director David Johnson leads the department and Charlie Myers is the Building Official. Engineering issues the CSR, right-of-way and sidewalk permits, and the Fire Department enforces the city’s amended 2024 fire code.

Appeals of the building official’s rulings go to the City Council, which sits as the building appeal board: a written notice must reach the City Clerk within 10 days of the ruling, and the board must meet within 30 days of the filing.

Coralville permit types

The city’s Applications & Forms page lists the documents Community Development issues: the building permit application, building demolition permit, certificate of occupancy and zoning compliance application, conditional use and provisional use permits, fence and sign permits, driveway widening, floodplain development permit, variance and zoning amendment applications and a zoning letter of compliance. The building application asks for the general, plumbing, mechanical and electrical contractors’ state registration numbers and a total valuation that leaves out land but includes the electrical, plumbing and mechanical work.

Residential permits

A house or addition needs the application, a site plan showing property lines, setback lines and the building footprint, electronic construction plans and, for new construction, the CSR permit. In the R-1 to R-4 districts the setback table calls for 35-foot front yards, 6-foot side yards and 25- or 30-foot rear yards, depending on the district. Decks can show compliance through the American Wood Council’s DCA 6 prescriptive deck guide. New electrical service to a dwelling must be run underground under section 157.03 of the city code.

Commercial permits

Staff check commercial applications against the Iowa architectural law, the floodplain rules and the site plan review ordinance, and ask for a code block on the drawings. Site plan review costs $250, and land-use submittals are due before noon on the first working day of the month. Each business needs a current certificate of occupancy: the $50 application triggers an inspection, and a change of use can require a sprinkler system or fire alarm. Fire Department plan review may be sent to an outside agency, with its fee paid directly by the applicant.

What comes before the building permit

  • Zoning and the Board of Adjustment. Variances and conditional uses go to the Board of Adjustment ($300 each); rezonings and land use plan amendments cost $300, and plats and planned unit developments have their own fees.
  • Construction Site Runoff. The $500 CSR permit for new construction is issued only after the erosion control measures are installed and inspected by Engineering.
  • Floodplain. Work in a mapped floodplain needs a Floodplain Development Permit under Chapter 160 of the city code; in the floodway an engineer must certify no rise in the 100-year flood elevation, and new or substantially improved buildings must have the lowest floor, basement included, 1 foot above base flood elevation, confirmed by an as-built elevation certificate.
  • Right of way. Driveway widening, sidewalk repair ($25), excavation ($200) and right-of-way work ($200) each take their own permit; exterior sewer and water line work requires the city’s $50 annual excavator license and a $1,000 bond.
  • Utilities. Sanitary sewer connection is $100 per house unit and water connection $791 per unit; the Water Department sets meter sizes and rates (319-248-1770).

Coralville permit costs and fees

The building permit fee is set by council resolution under section 155.07 of the city code and charged on the total valuation of the work. Community Development’s posted fee sheet carries no adoption date. The fee is paid after the plans are approved.

Two examples from the table: a $40,000 deck and screened porch costs $411.10 plus 15 × $10.61, or $570.25, with no plan review fee. A house valued at $250,000 costs $1,043.85 plus 150 × $5.99, or $1,942.35, plus a 25% plan review fee of $485.59, before the $100 sewer and $791 water connection charges.

Trade permits and who may pull them

  • Electrical: since January 1, 2015, Coralville has used the State of Iowa Electrical Licensing and Inspection Program for every electrical permit and inspection. Licensed electricians apply, pay and book inspections in the state system at iowaelectrical.gov; the city does not sell electrical permits.
  • Plumbing and mechanical: plumbing and HVAC contractors must hold state licenses and file with Community Development a copy of the license of every master, journeyman and apprentice working in the city, plus a certificate of liability and completed-products insurance of $100,000 per occurrence and $300,000 total for the current year.
  • Exterior sewer and water lines: firms that install them need the city excavator license ($50 a year, valid through December 31) with the same insurance and a $1,000 bond.
  • Contractors: the building application asks for each contractor’s state registration number and its expiry date.

Because the building permit fee is figured on a valuation that includes the plumbing and mechanical work, those trades are reviewed under the building permit rather than priced on a separate schedule.

How to apply for a Coralville building permit

1. Check zoning and setbacks

Look up the parcel on the city’s zoning viewer and compare the project with the setback table and accessory building rules.

2. Clear the floodplain and site steps

File a Floodplain Development Permit if the lot is mapped, and a CSR permit for new construction.

3. Prepare the package

Complete the building permit application with contractor registrations, a scaled site plan and electronic plans; interior demolition needs no plans.

4. Email the submittal

Send everything to submittals@coralville.org, or register on the city permit portal to apply online.

5. Respond to review

Answer plan review comments; extra review caused by changes is billed at $50 an hour.

6. Pay and sign

After approval, pay and sign for the permit in person at 1512 7th Street.

7. Book inspections

Arrange building inspections with Community Development, erosion control checks with Engineering and electrical inspections in the state system.

Review, corrections and what causes delay

The most common holdups in Coralville sit outside the building review: a CSR permit that cannot issue until the erosion control measures are installed and inspected, floodplain elevation work, a retaining wall that needs an engineer’s design, or a site plan missing property or setback lines. Commercial projects over $100,000 also carry plan review, and the Fire Department may send fire protection plans to an outside reviewer whose fee must be paid before a certificate of occupancy issues.

Inspections in Coralville

Building inspections are arranged through Community Development at 319-248-1720; erosion control inspections go to the Engineering Stormwater Technician at 319-248-1740, and electrical inspections are scheduled in the state’s online system and carried out by a state electrical inspector. A failed inspection that must be repeated is billed at $50 an hour, as is an inspection the fee sheet does not list, and inspections outside business hours cost $50 an hour with a 2-hour minimum.

Concrete poured in winter falls under the city’s posted cold weather concrete policy. Before a new business opens or an existing space changes use, the owner applies for a certificate of occupancy and zoning compliance, and an inspector checks exits, plumbing and the testing records of life safety systems.

Iowa building code

Coralville is a city of more than 15,000 that adopts model codes by ordinance. The city’s Building & Housing Codes page lists the 2024 International Building, Residential, Fire, Existing Building, Fuel Gas, Pool and Spa and Property Maintenance codes, with amendments, as effective October 31, 2025, alongside the State of Iowa electrical, mechanical, plumbing and energy codes. The copy of Ordinance No. 2025-1015 posted on the city site carries the 2024 codes in its title and amends “the 2024 International Residential Code” in section 158.03, but its section 158.01 still reads “International Residential Code … 2021 Edition”, its effective-date clause names May 1, 2023, and its approval line is blank and dated 2023. Ask Community Development which text is on file before relying on a residential code section. FEMA’s Community Status Book lists Coralville as participating in the National Flood Insurance Program with maps effective December 26, 2025, and as a Community Rating System class 7 community, worth a 15% discount on flood insurance premiums.
