The City of Woodstock Building Department issues building permits and carries out combination inspections for property inside city limits. Applications, fee payments and inspection requests go through the City’s BS&A Online account.
What requires a building permit in Woodstock?
The City building permit application covers new construction, alterations, additions, accessory structures and repairs, residential and commercial. Electrical, plumbing, HVAC, pools, signs and similar work need separate permits.
Site disturbance can create an additional City permit. Woodstock’s Land Development Code requires a land development permit before site work where the disturbed area is greater than 0.1 acre, or 4,356 square feet. Projects below that threshold can still be required to follow the land-development process at the discretion of Community Development.
Who issues permits in Woodstock?

Permit costs and fees in Woodstock
Commercial projects pay an upfront plan review fee based on construction value: $25 for $5,000 or less, $100 for $5,000.01 to $50,000, $200 for $50,000.01 to $150,000 and $300 above $150,000.
Electrical, plumbing, mechanical and fire coordination
Separate permits are needed for electrical, plumbing, heating, ventilation and air conditioning, pools and signs. New single-family homes list their electrical and other subcontractors on the application, with subcontractor affidavits.
Application documents and plan review
The building application asks for two sets of building plans and site plans with a detailed scope of work, the plan submittal checklist, a driver’s licence, business licence, proof of water meter payment where applicable, the state contractor’s licence where applicable, an Authorized Permit Agent form if the applicant is not the licence holder, and an owner-builder affidavit for homeowners acting as general contractor.

The applicant certifies that no work has begun before the permit is issued.
For land-development work, the City code requires approved site plans before an LDP is issued, and a pre-construction meeting is required before land-development permit issuance.

Woodstock performs combination inspections, and the general contractor is responsible for scheduling all of them through BS&A Online. Inspections scheduled by 6:00 p.m. are completed the next business day or on the requested date.
If someone must be present, they should be available between 8 a.m. and 4 p.m. Staff cannot give an estimated arrival time for inspectors.
Site-work inspections follow a separate rule set. The Land Development Code states that Public Works and Community Development conduct inspections for site work and can require corrections or issue a stop-work order when work does not match approved plans or City requirements.
