City of Monticello: Monticello runs its own building permit process, with its own application, trade affidavit, development permit, fee schedule and qualified inspector, so projects inside the city go to the City. County forms still ask whether approval is needed from Turtle Cove, and the February 2026 residential package requires a Turtle Cove A&E approval letter where it applies. That package no longer lists the city approval line that appeared in the January 2025 version.

Electrical, plumbing and HVAC work
Planning & Zoning issues electrical permits (new service, service change, temporary pole), plumbing permits, reconnection permits and solar permits on its general and trade forms. The residential and remodel applications list the plumbing, HVAC and electrical contractors with their state and business licence numbers, and copies of the general contractor’s and every subcontractor’s state licence and business licence are required.
A homeowner may act as the general contractor by certifying that they own and will live at the job address and accept the same responsibility for knowing the codes as a licensed contractor.

The inspector does not make appointments, give times or call ahead, but you can ask for morning or afternoon if you want to be there. At least one English-speaking worker must be on site, or the inspection is rescheduled with a re-inspection fee. The permit box must be mounted on a 4x4 post at the road.

Get a free quote →The County’s inspection list for a site-built home is: culvert pipe (at least 18 in diameter and 20 ft long, DOT-approved material), construction exit and silt fence, temporary pole, box check survey (not required in agricultural zoning), footing, under slab, poured foundation walls, slab, house wrap, rough-in, insulation (with fire foam at top plate penetrations), semi-final, blower door test results, and final. At the semi-final, power can be turned on for 30 days once all electrical work is finished. For the final, the house must be complete including landscaping, debris removed and 4-inch reflective house numbers posted. Processing the Certificate of Occupancy takes 3 to 5 business days.
Local Jasper County details
Minimum house size: County Ordinance 119-244 requires at least 1,200 heated sq ft in agricultural districts and 1,500 heated sq ft in residential districts.
Construction exit: a 20-foot-wide geofabric exit running 50 feet from the road toward the house, covered with 1.5 to 3.5-inch stone, plus silt fence around all disturbed areas.
Pools: the barrier must be at least 4 feet high with a self-closing, self-latching gate, and door alarms are needed where the house forms part of the barrier. Pools are inspected at the steel basket, bonding and final stages.
Mailboxes and debris: mailboxes in the right-of-way must break away if struck, with no solid brick or masonry, and trees, stumps and construction debris may not be buried on site; construction debris must go to the Jasper County landfill.
Ordinance changes: the County adopted a short-term rental amendment on May 6, 2024, and the Planning and Zoning Board held a work session on a data center ordinance on October 1, 2026.
