What requires a building permit in East Point?
East Point publishes separate building applications for new 1- and 2-family residential construction and for commercial, multifamily and existing residential work. The City’s application page places triplexes, quadraplexes and apartment buildings on the commercial application track.
The same City page lists existing residential additions, alterations, general repairs, renovations, fire restorations, pools, siding and windows under the second building-permit application. It also lists commercial work such as antenna/co-location installations, EV charging stations, conveyors and racking/shelving installations.
Demolition work has a separate power-kill request form, and the City publishes separate paths for MEP, fire alarm/sprinkler/irrigation, decks, driveways, fences, land-development permits and signs.

East Point uses BS&A Online for permit applications, document uploads, fee payment, record status and inspection scheduling. To link an online account to City records, request a web PIN through the City's online Web PIN Request Form; you do not need to call the office.
The City’s review matrix is scope-specific. Its published FAQ lists Building Permits as involving Building, commercial pretreatment, Electric, Fire, Zoning, Water & Sewer, Permits, Sanitation, Transportation and Storm Water. MEP permits use a narrower Permits-and-Inspector route, while LDPs involve Storm Water, Arborist, Building, commercial pretreatment, Economic Development, Electric, Fire, Permits, Zoning, Sanitation, Transportation and Water & Sewer.
Permit costs and fees in East Point
East Point's current Planning & Community Development fee schedule lists a $75 base fee for building and rehab permits, single-family and commercial, plus a fee based on the value of the job.
The valuation table starts at $0 for jobs of $1 to $500 and rises in steps for higher values. Building plan review is one-half of the building permit fee. Expedited review costs double the regular fee: 7 business days for building plan review or 2 business days for a mini review.

East Point’s permit workflow identifies MEP permits as a distinct review path handled through the Permits Division and inspectors. Fire alarm, sprinkler and irrigation records involve Building, Permits, Fire, Water/Sewer and Electric reviewers according to the City’s published permit FAQ.
File trade work under its own BS&A record. The City also publishes instructions for tradesmen applying for permits and for downloading stamped plans after review.
Application documents and plan review
East Point publishes a step-by-step permit sequence that starts with determining whether a permit is required and who can pull it, then moves through the fee schedule, BS&A account setup, permit application, plan review, technical review, stamped-plan download, trade permits, inspections and Certificate of Completion or Occupancy.
For residential work, the City publishes plan-submittal guides for accessory structures, additions, basement finishes, covered patios/carports/pergolas, decks and uncovered patios, reroofs and swimming pools. Each guide lists the documents needed for that project type.
When a plan review is disapproved, East Point’s FAQ says the permit has not been issued and recommends requesting a plan-review meeting to clarify comments. Resubmittal documents are uploaded through BS&A so the next review cycle can begin.

Occupied homes are not inspected unless the owner or an authorized agent is present. Lock-box codes are accepted for unoccupied sites, but inspectors will not inspect with an active alarm system.
East Point also makes the sequencing rule explicit: work cannot proceed beyond the point of a required inspection without approval, and noncompliant work cannot be covered or concealed until authorized. The Building Official may require covered work to be exposed for inspection.
