Emanuel County’s Building Inspection & Code Enforcement Department at 124 North Main Street, Swainsboro, issues building, trade and mobile home permits and inspects the work outside city limits. The permit application can be filled in and submitted online or sent as a PDF, the County issues no same-day general permits, and there is no county zoning.

What requires a permit in Emanuel County?

The department’s published answers list the work that needs a permit and the work that does not:

  • Cabinets, countertops and similar interior finishes
  • Fences under 6 feet high
  • Retaining walls under 3 feet

Electrical, mechanical, plumbing, demolition and cell tower or solar tower work are separate permit types on the County application. Under the County code, a building official’s permit is also needed to install, alter or replace any electrical, gas, mechanical or plumbing system.

Who issues permits in Emanuel County?

The County’s Building Inspection & Code Enforcement Department combines building inspection, code enforcement and floodplain administration. It issues building and mobile home permits, inspects construction and enforces County ordinances. Inside Swainsboro city limits, the City of Swainsboro Building Department issues permits and inspects new residential and commercial construction, additions and remodels (101 West Main Street, 478-237-7025). The County department says it works with the municipal building inspectors and fire marshals in Emanuel’s towns.

Emanuel County forms and online filing

Since October 2024 the department’s four forms can be filled in and submitted online. They are also offered as PDFs that can be completed and emailed, or printed and brought to the office:

  • Building Permit Application, covering general building, renovation, addition/alteration, demolition, electrical, mechanical, plumbing and cell or solar tower permits.
  • Contractor Affidavit, for the licensed contractor on the job.
  • Homeowner Acting as Contractor Affidavit, for owners doing their own work.
  • Mobile Home Permit Application, with the home’s age, condition and intended location.

Electrical, plumbing, mechanical and gas work

The County application lists electrical, mechanical and plumbing as their own permit types and asks for the name, phone and Georgia licence number of the contractor, electrician, plumber, mechanical contractor and any engineer or design professional. Any trade work not done by the owner must be listed with its contractor.

The County code sets these trade inspections: electrical underground, rough-in and final; plumbing underground and rough-in; mechanical underground, rough-in and final; and gas rough piping, final piping with a pressure test, and final.

What to submit

The building permit application asks for the owner, parcel ID and project address, the type of permit, and for a new house the foundation type, conditioned and under-roof square footage, ceiling heights, siding and roofing. Submit these documents with it:

  • A copy of the plan
  • The recorded plat
  • The septic permit from the Emanuel County Health Department
  • A copy of the current tax receipt

Incomplete applications can delay the permit. An application is treated as abandoned if no permit has been issued six months after filing, unless the building official grants a written extension of up to 90 days.

How to get an Emanuel County building permit

1. Check the location

Property inside Swainsboro or Twin City goes to that city; unincorporated land goes to the County department. In the smaller towns, ask the town hall which office applies.

2. Get the septic or well permit

Apply to the Emanuel County Health Department; the County code requires the septic permit before construction starts.

3. Get a 911 address

Fill in the County’s 911 Address Request Form; the County’s addressing contractor, GIS1, calls back within 24 hours, excluding weekends.

4. Complete the application and affidavit

Fill in the Building Permit Application with the Contractor Affidavit or the Homeowner Acting as Contractor Affidavit.

5. Submit with the documents

File online, by email or in person with the plan, recorded plat, septic permit and tax receipt. No same-day general permits are issued.

6. Call for inspections

The permit holder and contractor must call for each required inspection before covering the work.

Emanuel County inspections

Under the County code, the permit holder, their agent and the licensed contractor are jointly responsible for calling for each required inspection before going on with the work. The building inspections are foundation (after trenches are dug and forms set, before concrete), subfloor, slab, frame, insulation and final, with energy-code inspections at stages that include the foundation and frame.

The department’s inspectors carry badges, wear County clothing and arrive in a County-marked truck. Common reasons for failing an inspection include problems with electrical wiring, plumbing, structural integrity and fire safety. Starting work before the permit is issued carries a penalty of 100% of the usual permit fee on top of the permit fee.

Local Emanuel County rules

No county zoning: Emanuel County has no county-specific zoning regulations.

Lot rules: tracts must be at least 200 by 200 feet or 1 acre. When land is subdivided, tracts of 5 acres or less need at least 200 feet of road frontage and larger tracts at least 60 feet.

Homes: mobile homes built in 1977 or earlier are not permitted, and 1978 or newer homes must be structurally sound. Tiny homes can be lived in only if HUD or Georgia DCA approved, and RVs cannot be used as residences.

Yes if it is over 200 square feet. Garages, pole barns, storage buildings, sheds and decks over 200 sq ft all need a permit.
