The department issues building permits and provides inspection services for the unincorporated areas of Crisp County, receives rezoning, special use and variance requests, assigns new addresses and handles code complaints. A County Inspector carries out the inspections.
The City of Cordele has its own Community Development Department, which handles planning and zoning and the permitting and enforcement of building, electrical, plumbing and mechanical work inside the city, with its own permit application and fee schedule. Residents of Cordele and Arabi also get their addresses from their city rather than the County.

Electrical, plumbing and HVAC permits
Electrical, plumbing and HVAC/mechanical work each have their own County permit and portal application. An electrical permit covers service to a home, business, farm or accessory building, with a separate temporary electrical permit for a job-site power pole; HVAC permits cover installing, upgrading or replacing heating and air conditioning; and plumbing permits cover fixtures in new construction and additions.
The residential building permit form names the building, electrical, HVAC and plumbing contractors, and a pool permit needs copies of the pool contractor’s and electrical contractor’s licences.
Application documents
The Residential Building Permit Form asks for the cost of construction, the number of each type of plumbing fixture, heated, unheated and garage square footage, porches and decks, and whether the site is in a designated flood area. It must come with:
- The deed, and whether the property has deed restrictions
- A plat (survey) of the property
- The septic tank permit from the Crisp County Health Department
- The Homeowner Affidavit, if the owner is acting as contractor
- House plans and a sketch showing where the house will sit
A swimming pool permit is issued only after plan review, and the time it takes depends on how complete the application and plans are.

An owner acting as their own contractor is responsible for requesting inspections and for being on site during an inspection if the inspector asks. The County does not publish inspection cut-off times or fees online, and the status of an issued permit can be checked in the Citizen Portal.
Local Crisp County rules
Owner-builders: an owner may act as their own contractor without a licence only for a building intended for their own use or occupancy, and only if they have not sold a building they acted as contractor on in the previous 24 months. The Homeowner Affidavit must be signed, notarised and given to the Building Official before the permit is issued.

A pre-owned home needs a HUD or Georgia DCA seal and the Planning Director’s approval before the permit: send the current and proposed locations, a photo of the seal showing the manufacture date, and photographs of every room and all exterior walls, windows, doors and the roof. Homes over 15 years old must also show sound floors, walls, roof and siding and opening windows, and the Building Inspector may inspect them before they are moved.
