City of Sweetwater Building & Zoning Department is the local authority for building permits inside the city. The department says its inspectors receive permit applications, issue permits, review plans for code and zoning compliance and make required inspections.
What requires a building permit in Sweetwater?
Sweetwater publishes a broad local list of work requiring permits. The city specifically identifies new construction, additions, alterations, storage sheds, in-ground and above-ground pools, garages, carports, fencing, driveways, patios and decks, interior remodeling, roof replacement, signs, heating and air-conditioning work, electrical work, plumbing, sewer, septic tanks and drain-field work.
The city states that all construction valued over $100 requires a building permit. Since July 1, 2026, state law (HB 803) exempts some work on single-family homes valued under $7,500. The city’s memo says electrical, plumbing, mechanical, gas and structural work, and any work on property in a flood hazard area, still need a permit, and much of Sweetwater is in a flood hazard area. To claim the exemption, send a written request with documents to the Building Department.

Sweetwater’s permit fees are set in Chapter 14-24 of the city code, and the city publishes separate electrical, plumbing and mechanical fee sheets. The electrical fee sheet states a $150 commercial minimum and $85 residential minimum for electrical permits, and says work done without a permit is charged a double fee.
The electrical sheet lists $0.15 per sq. ft. for new residential construction and additions and $5 per outlet for listed commercial and common-area outlets. The plumbing fee sheet lists a $75 water-service connection per meter and $20 per outlet for appliance outlets not covered elsewhere.
For items not listed in the fee schedule, the Building Director sets the valuation used to calculate the fee.
