What requires a building permit in St. Cloud?
The city says any structural improvement, or regulated work that needs a licensed contractor, requires a building permit. Its list includes new structures, additions, alterations and repairs, reroofs, pools and spas, solar, signs, window and door replacement, and stand-alone mechanical, electrical, plumbing and gas work.
Beginning July 1, 2026, many residential projects valued under $7,500 are exempt. The exemption does not apply to structural, mechanical, electrical, plumbing or gas work, or to properties in FEMA Special Flood Hazard Areas, and a project cannot be split into smaller contracts to avoid a permit.
