Davenport publishes building permit and review fees based on ICC Building Value Data. For new single-family construction, the city’s current fee sheet calculates total square footage under roof times the current BVD, then applies $50 for the first $2,500 of value and $5 for each additional $1,000 of value or fraction.

The published schedule lists the building plan-review fee at one-half of the building permit fee, plus a $40 administrative fee and a $20 support-and-services fee. State surcharges are listed separately. New single-family construction can also trigger city and Polk County impact fees, which are separate from the basic building permit fee.

Application documents and plan requirements

Davenport requires all supporting documents to be uploaded through the Citizen’s Engagement portal before permit review. Missing documents delay review, so the city’s project-specific checklist should be used before submission.

The city’s current permit application must be signed by a licensed qualifier or owner-builder and notarized. Property owned by a corporation or LLC must use a licensed contractor. Contractors and subcontractors must be registered with the city with current credentials on file at permit issuance.
