The City of Milton does not issue the main construction building permit. Its current development-approval form authorizes the Santa Rosa County Building Official to issue the permit after City approval.
What requires approval in Milton?
New construction, additions, renovations, site changes and changes of occupancy can require Milton development approval before the County building permit. The City publishes forms for development approval, change of use, driveways, fences, land disturbance, signs, temporary uses and other local planning actions.
When a new building is built, an existing building is renovated or altered, or the occupancy changes, plans must go to the Milton Fire Department for life-safety review before a building permit can be issued. The plans are submitted with the development approval application to the City Planning Department.
After City authorization, the actual building, plumbing, electrical, mechanical and related construction permits are handled through Santa Rosa County.

Milton and Santa Rosa County permit types

Santa Rosa County handles the building permit and the construction trade permits, filed through MyGovernmentOnline. The County needs a copy of the City of Milton approval before it issues a permit for development that affects the site, such as new buildings, additions, parking lot changes and pools.

Application documents and review sequence
The City development application requests project address, parcel ID, description of work, zoning and future land use, setbacks, lot coverage, structure height and related site information. The approved form becomes Milton's authorization for Santa Rosa County to proceed with building permit issuance.
Santa Rosa County then reviews the construction plans and supporting documents for its permit, with a copy of the City approval.

Milton development approval is valid for 6 months unless otherwise noted, so file the County permit package before it lapses. If the City approval is later invalidated, the County rescinds the building permit after written notice from the City.
