What requires a permit in Holly Hill?
Holly Hill’s Building Division states that it regulates construction activity within the city and enforces the Florida Building Codes and local land-development regulations. The city publishes separate permit applications and checklists instead of treating every project as the same filing.
The current checklist library covers new commercial buildings, commercial alterations, residential additions and alterations, single-family and duplex work, roofing, pools, fences, docks, screen enclosures, sheds, windows and doors, mechanical, electrical, plumbing and gas work.
Projects that also involve land-use actions need separate planning applications, such as site plan, subdivision, rezoning, special exception, lot split or variance.

Holly Hill's citywide fee schedule effective October 1, 2025 covers building, trade, fire, processing and land-development charges.
The schedule includes separate plumbing permit minimums for residential and other work, fixture and service charges, reinspection fees, certificates of occupancy and completion, permit extensions and closeout fees. Holly Hill provides a combined Building, Electrical, Mechanical and Plumbing Permit Application and also publishes dedicated checklists for electrical, mechanical, plumbing and gas permits. Fire-protection work has its own application.
The city requires current proof of general liability and workers’ compensation coverage with permit applications. Contractors claiming a workers’ compensation exemption must provide the state exemption certificate identified by the city.
Application documents and plan requirements
Permit applications, backup documentation and digital plans are submitted to the city permit desk by email. The city says large signed-and-sealed hard-copy plans must be delivered in person or by courier and accompanied by digital copies on a thumb drive if those files were not already emailed.
Holly Hill’s application library includes the owner-builder affidavit, Notice of Commencement, permit revision form, product-approval sheet, roofing application, pool application, driveway applications, fire-protection application and other project-specific forms.
The required package differs by permit type, so start from the city checklist for the work.
