What requires a permit in Gulfport?

Gulfport directs property owners to its Community Development Department before starting home-improvement or repair work so staff can determine whether a permit is required and identify the documents and inspections that apply. The city publishes project-specific checklists rather than treating all work as one general application.

The city publishes submittal checklists for new one- and two-family homes, residential and commercial additions, alterations and repairs, decks, sheds, seawalls, docks, pools, photovoltaic systems, windows, doors and shutters, gas, signs, fences, re-roofs and mechanical work.

Owner-builder permit applications must be submitted in person at Community Development and cannot be filed through the online permitting portal. After the permit is issued, owners can use the portal to pay fees and schedule inspections.

Gulfport permit types

Gulfport does not do sign-ons: separate permits are required for each trade. The fee resolution lists building, electrical, gas, mechanical and plumbing permits, plus demolition, pools and spas, signs, seawalls, fences, roofing, mobile homes and curb cuts.

Permit costs and local fees

Gulfport’s current Community Development fee schedule states that building permit fees are based on the evaluated cost of the job. The schedule uses the most recent ICC building valuation data or the cost stated in the owner’s contract when determining value.

The published building schedule lists a $127 base fee for work valued up to $1,000, plus $13 for each additional $1,000 or fraction over the first $1,000. Plumbing permits have a published $109 base fee plus $13 per additional $1,000 or fraction above the first $1,000.

Plan review for permits that require review is one-half of the permit fee, paid when the application is submitted and not refundable. Re-inspections cost $87 each. Demolition, pool and other permits have their own fees in Resolution 2024-45.

Electrical, plumbing, mechanical and other trade permits

Each trade needs its own permit in Gulfport. Residential electrical permits start at a $127 base fee plus $13 per $1,000 over the first $1,000; gas permits have a $219 minimum covering up to two appliances; central air conditioning starts at $127 plus $13 per $1,000. Owners may do their own electrical, gas, mechanical or plumbing work on their own residence after signing the building department's affidavit, as the Florida Building Code allows.

Application documents and plan requirements

Gulfport publishes checklists by permit type and a form library, including the 2026 permit application, owner-builder affidavit, product approval sheet, notice of commencement and private provider forms. Construction and structural plans must carry the design professional's original physical signature and seal; digitally signed or sealed plans are not accepted. In a FEMA flood zone, include a copy of the contract or proposal signed by the contractor and the owner.

How to apply: 6-step local process

1. Confirm jurisdiction and pre-approvals

Check that the parcel is inside Gulfport and ask Community Development whether the work needs a permit.

2. Choose the correct permit records

Use the checklist for the permit type and file a separate permit for each trade.

3. Assemble the local package

Prepare the permit application, physically signed and sealed plans, product approvals and the other items on the checklist.

4. Submit through the published intake

6. Inspect and close out

Request each inspection through the online portal or at 727-893-1057 by 3:00 p.m. the business day before, and pass the final inspection to close the permit.

Inspections in Gulfport

Contractors and, since August 20, 2026, property owners can schedule building inspections through the city's online permitting portal after creating a portal profile. Inspections can also be requested by calling 727-893-1057. Questions, cancellations and rescheduling go to inspections@mygulfport.us.

The cut-off for scheduling is 3:00 p.m. on the business day before the requested inspection date. Owner-builders can use the portal once the permit is issued, but must still apply for the permit in person.
