The Village of Estero issues its own building permits. Building & Permitting Services, part of Community Development, processes commercial and residential permit applications and reviews plans for building, plumbing, electrical, low-voltage, roofing, air conditioning and other construction work.
What requires a building permit in Estero?
A building permit is required to install, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system regulated by the Florida Building Code. The Village does not require a permit for some low-voltage systems (telephone, data, fire and security, cable TV and speakers, low-voltage landscape and pool lighting), for 100 square feet or less of drywall in 12 months where no fire separation is involved, or for a garden trellis under 200 square feet and under 12 feet high. The Village's fee schedule lists separate residential and commercial permits for building, electrical, HVAC and mechanical, plumbing and gas, reroofing, pools, fences, shutters, low voltage and other work. The Village also publishes a master permit application.

Estero building permit cost
Building permit fees are set by the Village's Building Department Fee Schedule (Resolution No. 2026-13), revised July 2, 2026. Many permits carry a flat fee by permit type; some commercial work is charged per square foot. Impact fees and fire fees are not included and are charged separately; the Village's impact fee schedule took effect May 4, 2026.
