A fee schedule adopted by Resolution No. 2026R020 took effect May 1, 2026: one-stop permits such as a re-roof, furnace or residential fence cost $150, and plan review is 65% of the permit fee, paid up front.

Office move pending: Fort Lupton’s new City Hall at 9th Street and College Avenue received its Certificate of Occupancy in the week of October 5, 2026; staff move in over the following weeks and the grand opening is October 29, 2026. The Planning and Building listing still shows the Dexter Street office, so phone 720-928-4003 before a visit in person.

The City suggests checking its zoning map before applying, to be sure the property is in Fort Lupton’s jurisdiction; land outside the city limits in unincorporated Weld County is the county’s. Commercial and industrial permits are not issued without approval from both City staff and the Fort Lupton Fire Department (303-857-4603), and fire suppression permits are filed with the Fire Department separately. Driveway, sidewalk and right-of-way permits come from Public Works.

Fort Lupton permit types, CommunityCore and licences

Applications are accepted only in CommunityCore. Register as a contractor or as a community member, follow the emailed link, then create the permit, upload every document and press submit. Staff cannot see an application until it has been submitted. A kiosk is available in the office for people without a computer, and paper applications are provided on request, though the permit is still processed in CommunityCore and needs a valid email address.

  • Contractor licences: General Contractor $150, Building Contractor $75, Mechanical Contractor $75, Plumbing Contractor $75 (state certification required), Electrical Contractor no annual fee (state certification required), Tree Trimmer or Landscaper $5. Apply and renew in CommunityCore and pay for each licence type. The City asks for a current ICC exam or a current licence from another municipality, plus general liability and workers’ compensation certificates naming the City of Fort Lupton, 130 S McKinley Ave, as certificate holder.
  • No licence, no permit: an expired licence blocks new applications, and a business name that does not appear in the portal is not licensed by the City.
  • Extensions: a permit is good for 180 days and each inspection extends the end date. One extension is allowed, applied for before the expiry date.
  • Revisions: an amendment to an issued permit costs a flat $85 per submittal and has to be filed before the permit expires.
  • Master plans: production builders file under the Master Plan permit type; a repeat master plan review is $500.

Permits are not transferable. To cancel one, write to the Building Department; refunds are requested within 30 days of payment.

Valuation. For work under the residential code, the City compares the labor and material cost you provide with its own per-square-foot values and uses the greater: $160 for above-grade floors, $55 for a garage, $50 for unfinished foundation area, $90 for foundation with finished basement, $45 for a basement finish, $35 for a deck, $65 for a covered deck, $70 for a covered porch, $50 for a covered patio or carport, $25 for a crawlspace and $10 for patio or flat work. These values set the valuation; they are not the fee. Use tax is calculated on 50% of the valuation or on the stated material cost, whichever is greater.

Plan review. The plan review fee is 65% of the building permit fee for residential, non-residential and manufactured home projects, and since May 1, 2026 it is collected up front and is non-refundable once review has begun. For example, a 300 sq ft deck valued at $10,500 has a permit fee of $69 plus 9 × $11, which is $168, and a plan review fee of $109.20.

Before any new development, the owner submits the Pre-Application Review Questionnaire and attends a pre-application meeting on land use requirements. Smaller projects need a simple site plan, typically at 1 inch to 20 ft, showing property lines, existing and proposed footprints, distances to lot lines and other structures, driveways and easements. On a new home, an open hole letter is required before the foundation is poured, and an Improvement Location Certificate and the engineer’s grading certificate before the Certificate of Occupancy.

Fort Lupton inspections

Every building inspection is requested online in CommunityCore. A request made before 4:00 PM is carried out the following business day, typically between 7:00 am and 5:00 pm, and inspections that need access to the inside of a house can be given a 2 hour window. Public Works inspections are booked by email with that department.

  • Approved plans and the permit must be on the job site, and the applicant provides access.
  • Set and secure ladders whenever one is needed.
  • Remote video inspections are offered for re-roofing projects, for residents and contractors alike.
  • SAFEbuilt holidays do not count as business days; request by 4:00 PM on the business day before a closure to be inspected on the first business day after it.
  • A missed appointment can be charged for the inspector’s time, and a re-inspection costs $110.

New homes need the City’s Energy Compliance Certificate, with duct and building envelope leak test reports, ready for the inspector at the final inspection and before the Certificate of Occupancy. The permit or property owner is responsible for requesting every inspection on the permit card; leaving a permit unfinaled can bring a violation or citation.

Local Fort Lupton details that matter

2024 codes: Fort Lupton moved from the 2018 to the 2024 International Codes, with the 2023 National Electrical Code, effective March 28, 2026. Master plans approved under the old code have until March 28, 2027; a building permit not approved by that date needs a revised master plan set. The City’s codes page marks the 2023 NEC “State Mandated”: Municipal Code Section 18-71, as published, makes the City’s edition the one the State Electrical Board has adopted and begins enforcing a new edition 1 year after the State adopts it. The Board adopted the 2026 NEC in May 2026 and has applied it to State permits since August 1, 2026, so the 2023 edition remains the City’s until that year has passed.

Frost depth: 30 inches below grade.

Fences and small structures: gazebos and pergolas on a concrete pad must keep a 5 ft setback from rear and side property lines. A shed over 200 sq ft, a garage or a commercial fence may need an Improved Land Certificate.

Water: the City’s supply comes from the Colorado-Big Thompson project, and every new construction project must dedicate water shares or pay the dedication cost in addition to the other fees. The price follows the market and can change without notice.

HOAs and metro districts: the City does not enforce covenants or district rules, and it recommends checking with them before pulling a permit.

Permit records: building permits can no longer be viewed by the public directly; copies go through a public records request to the City Clerk.

Colorado building code

Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
