The City of Evans Building Division reviews plans, issues permits and inspects construction inside Evans city limits, and applications go in through CitizenServe as PDF uploads. The City allows itself up to 10 business days to review a residential project and 20 for a new commercial building, and permit fees follow a valuation table in the 2026 Fee Schedule, starting at $26.24. Plan review is charged on top (50% of that fee for commercial work, $700 for a new house plan), along with a $75 administration fee.

What requires a building permit in Evans?

The Building Division’s FAQ sheet sorts projects by size, and each size has its own permit type in CitizenServe.

Permit required

  • Building One Stop: re-roofs, furnace and air conditioner installations or replacements, water heaters, windows, siding, electrical upgrades, gas tests, fireplaces and lawn sprinkler systems
  • Addition and Remodel: tenant finishes, basement finishes, home additions, patio covers and pergolas
  • Accessory Structure: detached garages, shops, sheds, carports and gazebos
  • New Primary Structure: single-family homes, duplexes, townhomes, multifamily and commercial buildings
  • Photovoltaic: residential and commercial solar panels
  • Demolition: whole or partial buildings
  • Decks and accessory dwelling units

No building permit

  • Fences, which still have to meet Section 18.02.040 of the Evans Municipal Code
  • Sheds under 120 sq ft with no electrical
  • Concrete flatwork (a driveway expansion may need an Access Permit from Engineering)
  • Roof or siding repairs under 100 sq ft

Work found under way without a permit gets a stop work order, and finished work gets a violation notice. In both cases the permit can carry a violation fee equal to the construction fee.

Who issues building permits in Evans?

The Building Division keeps the City’s building codes, reviews plans and inspects new construction and renovation. Electrical work is permitted and inspected by the City as well, not by the State. The City’s posted commercial and new-home checklists name SAFEbuilt as the firm that may contact an applicant for more information during plan review.

The Division’s authority stops at the city limits. A parcel in unincorporated Weld County, or inside a neighboring city, belongs to that jurisdiction’s building department. Fire plan questions and the fire impact fee go to the Evans Fire Protection District.

Evans permit types and CitizenServe filing

Create a CitizenServe account with an email address and phone number, then start an application from the dashboard: add the jobsite and owner, a thorough work description, the contractor, and the plans under the Documents tab. Only electronic submittals are accepted, and every file must be a PDF.

  • Who applies: when a contractor does the work, the contractor submits the application and is the main contact. A design professional may file a commercial application before a contractor is chosen, but the contractor must be added before issuance. Subcontractors need their own CitizenServe accounts to be listed on a permit.
  • Business licence, not a contractor licence: Evans does not issue contractor licences. Anyone doing business in the city needs a City business licence, and plumbing and electrical contractors enter their Colorado licence numbers when they create the account. A permit can be put on hold if no valid state licence is listed.
  • Homeowners: an owner doing the work or acting as general contractor files the application personally. Owners may do their own plumbing or electrical work only at their primary residence, and the City’s Homeowner Affidavit is notarised. Commercial projects must be built by professional contractors.
  • Other forms on the applications page: Setback Certification Form, Permit Extension Form, 2026 Fire Impact Fee Form, Certification of Raw Water Dedication, Manufactured Housing Location Permit, and a fence permit application for the Highway 85 Overlay District.

A permit stays valid for 180 days without inspection activity. Each inspection renews it for another 180 days, up to 2 years in total, and an extension has to be requested in writing before the permit expires.

Evans building permit fees

City Council approved the 2026 Fee Schedule on December 8, 2025, effective January 1, 2026; the copy on the finance page was updated in September 2026. The building permit fee depends on total valuation, which the City bases on the ICC Building Valuation Data table. Doing the work yourself does not lower the valuation.

For example, an addition valued at $20,000 has a building permit fee of $77.39 plus 18 × $15.63, which comes to $358.73 before plan review, administration and electrical fees.

Other Evans building fees (2026 Fee Schedule)

New residential plan review$700 for a new plan; $50 for stock plans and rewrites
Administration fee$75

Plan review fees are due at submittal, and the application makes the applicant responsible for the plan review and administration fees whether or not the permit is ever picked up. New dwellings also pay impact fees at permit: for a single unit, $11,558 for transportation, $6,111 for parks, $1,241 for fire and rescue, $940 for police and a $2,498 school fee for a detached house, plus stormwater, water and wastewater development charges. Pay in CitizenServe by credit card or e-check, or mail or drop off a check at 1100 37th Street.

Electrical, plumbing and mechanical permits in Evans

Evans charges its own electrical permit fee and enforces the State’s electrical rules: Municipal Code Section 15.20.010 adopts the State Electrical Board’s rules as amended from time to time, with the current edition of the National Electrical Code. The Board has applied the 2026 NEC since August 1, 2026, although the City’s codes page still shows 2023. The new-building application asks for the electrical, plumbing and heating contractors and a separate electrical valuation, so the trades are named on the building permit application. Stand-alone jobs such as a furnace, water heater or service upgrade use the Building One Stop permit.

Evans electrical permit fees (2026 Fee Schedule)
WorkFee
Residential, up to 1,000 sq ft$60
Residential, 1,001 to 1,500 sq ft$90
Residential, 1,501 to 2,000 sq ft$120
Residential, over 2,000 sq ft$120 plus $6 for every 100 sq ft or fraction above 2,000
Commercial, valuation up to $2,000$60
Mobile or manufactured home$60
Temporary meter release$60
One-time electrical inspection or gas piping test$57.50
Water service or sanitary sewer inspection$60 each

A solar permit covers the panels only; an electrical service upgrade that goes with it is a separate permit. Sprinkler and fire protection plans are stamped and submitted when a system is part of the design, and the City advises commercial applicants to meet its plan reviewers and the Evans Fire Protection District before applying.

Application documents and plan review

Only complete submittals are reviewed. The work description should let the reviewer understand the project before opening the plans.

  • Plot plan with lot dimensions, setbacks, driveway width (no wider than 20 ft at the right-of-way), projections, backflow preventer location, lot corner and top-of-foundation elevations
  • Floor plans with door and window schedule
  • Structural plans, foundation plan and soils report, stamped by the engineer
  • Electrical and mechanical layouts (may be on the floor plan)
  • REScheck or an energy rater’s compliance report
  • Manual J, D and S documentation
  • Raw water dedication certification and the fire impact fee form

New commercial

  • Application with square footage, total and electrical valuation, construction type and occupancy group
  • Every sheet of the City-approved site plan

Addition, remodel and accessory structure applications need a site plan showing setbacks. An accessory structure also needs evidence that its materials and colors are similar to the main building. A demolition application includes the State of Colorado asbestos form, and a solar application includes plans, product information and an engineer’s letter for the roof structure.

Evans inspections

Inspections are requested in CitizenServe. A request entered before midnight can be scheduled for the next day, later dates can be picked too, and same-day requests are refused unless the inspector considers them urgent. Results arrive by email and show in CitizenServe when the inspection is finished.

  • Set a ladder for roof inspections.
  • The applicant or owner must be present for water heaters, furnaces, basement finishes and anything else inside the home.
  • A repeat visit for the same inspection costs $75.
  • On a new building, the surveyor’s Setback Certification Form must be approved before the underground plumbing inspection and before any framing goes up.
  • Approved plans stay on the job site through the final inspection.

Before asking for a Certificate of Occupancy, make sure every inspection is finaled, all engineer letters are submitted and approved, and the final grade certification is approved. The request itself is made under the Inspections tab in CitizenServe.

Local Evans details that matter

Adopted codes: the 2018 International Building, Residential, Mechanical, Plumbing, Fuel Gas, Existing Building, Energy Conservation, Fire, Property Maintenance and Swimming Pool and Spa Codes, with the National Electrical Code in the State’s current edition (2026). Some older City forms still print earlier electrical and energy editions; for the International Codes the City’s codes page is the current list.

Roofing: the Building Division notes on its project guides page that ice and water shield is required.

Driveways and right-of-way: a building permit does not cover curb cuts or other work in the right-of-way. Engineering issues Access Permits ($150 for residential and small commercial sites, $300 for large commercial or industrial) and Right-of-Way Permits ($100 for up to 25 sq ft of excavation).

Floodplain: a Floodplain Development Permit from Engineering has a $300 application fee.

Building guides: the City posts fillable Colorado Chapter ICC guides for basement finishes, one-story additions, detached garages, pole barns, uncovered decks, patio covers and carports, patio enclosures and ramps, several of them in Spanish.

Monthly Building Bulletin: the Division publishes a one-page bulletin each month answering common permit questions.

Colorado building code

Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
