Inside Fort Morgan city limits, the City Building Department reviews plans and issues building permits that include plumbing, gas, mechanical and HVAC work; applications and contractor registration go through MyGov. The City no longer issues electrical permits, so those are bought from the State. Small jobs have flat fees, such as $40 for a roofing permit, larger ones follow a valuation table, and inspections need 24 hours’ notice.
What requires a building permit in Fort Morgan?
Fort Morgan’s amended code keeps a short list of exempt work, and its fee schedule shows which small jobs have a permit of their own.
Permit required
- New buildings, additions and remodels
- All new roofing, and roofing repairs over 100 sq ft
- Siding and stucco
- Exterior window and glass door replacement
- Fences
- Sheds and other storage structures over 120 sq ft, including shipping containers
- Garages, new or additions over 200 sq ft
- Air conditioning installation, gas appliances and water heaters
- Backflow devices for lawn sprinklers and domestic water
- Sewer and water lines outside the building
- Solar panels
- Demolition or moving a building, construction trailers and waste containers
- Signs
Exempt in the municipal code
- One-story detached tool sheds, storage sheds and playhouses of no more than 120 sq ft
- Retaining walls not over 30 inches high
- Painting, papering, tiling, carpeting, cabinets and countertops
- Prefabricated above-ground pools less than 24 inches deep and under 5,000 gallons at a house
- Swings and playground equipment at one- and two-family homes
- Minor electrical repairs, portable appliances, stopping leaks and clearing stoppages
A storage structure over 120 sq ft needs an approved foundation or base and tie-downs at all four corners, unless an engineer’s stamped letter says they are not needed. The exemptions do not excuse work from other City ordinances.
Who issues building permits in Fort Morgan?
The Building Department carries out plan reviews for residential, commercial and miscellaneous construction, issues building permits and inspects the work, and it coordinates with the Fire Marshal. The Chief Building Official, Rocky Watkins, and the Fire Marshal review all construction plans.

Fort Morgan permit types, MyGov and contractor registration
Building permits are applied for online through the City’s MyGov page, where an applicant sets up a collaborator account and requests access to Fort Morgan. The same page handles contractor registration and renewals.
- Contractor registration: since June 30, 2025, every contractor doing business in the city registers with the Building Department, shows a general liability certificate of insurance and provides the ICC certification for its class. The classes are 1 General Contractor (large commercial), 2 General Contractor (small commercial), 3 Residential General Contractor, 4 General Roofing, 5 Mechanical, 6 Specialty, 7 Plumbing and 8 Electrical.
- Registration fee: $50 if issued January to March, $37.50 April to June, $25 July to September and $12.50 October to December. Every registration expires on December 31.
- Forms: the Building Department page also carries a Contractor Permission Form, a Fire Alarm & Fire Sprinkler Permit Request Form and a Sidewalk Replacement Application.
- Flat-fee permits: the fee schedule lists 17 permit types with fixed prices, from fences to solar panels, and everything else is a construction permit priced by valuation.
Fort Morgan building permit fees

| Valuation | Base fee | Plus |
|---|---|---|
| $1 to $500 | $27 | Nothing further |
| $501 to $2,000 | $27 | $3.50 for each additional $100 or fraction |
| $2,001 to $25,000 | $79.50 | $16.10 for each additional $1,000 or fraction |
| $25,001 to $50,000 | $401.75 | $10.10 for each additional $1,000 or fraction |
| $50,001 to $100,000 | $654.25 | $7.00 for each additional $1,000 or fraction |
| $100,001 to $500,000 | $1,142.55 | $6.44 for each additional $1,000 or fraction |
| $500,001 to $1,000,000 | $3,827 | $5.46 for each additional $1,000 or fraction |
| $1,000,001 and above | $6,327 | $4.20 for each additional $1,000 or fraction |
In the $501 to $2,000 band the posted sheet prints the increment as $1,000, but the step is $100: the next band’s $79.50 base equals $27 plus 15 steps of $3.50. Where plan review is required, the plan review fee is 65% of the total permit fee and is paid when plans are submitted. For example, a project valued at $20,000 has a construction fee of $79.50 plus 18 × $16.10, which is $369.30, and a plan review fee of $240.05 if review is required. These are the rates as the sheet prints them. Its bands do not join up exactly (at $25,000 the lower band gives $449.80 and the next one starts at $401.75), so the Building Department’s own calculation is the final figure.
The Building Official sets the valuation from per-square-foot construction costs by occupancy and construction type, and it takes in finish work, roofing, electrical, plumbing and HVAC. A remodel that adds no floor area and includes all trades is valued at 60% of the unit cost, unfinished basements at $31.50 per sq ft and open private carports at $9.80 per sq ft.
Rather talk it over?
Call 1-855-478-4290 →Use tax: use tax on construction materials not bought locally is paid through the Building Department as part of the permit. If the materials were bought in Fort Morgan, show proof of the local purchase when you apply.
Fines: working without a permit costs the greater of $150 or 25% of the permit fee, on top of the permit. That is the figure in the Fees & Fine Schedule, which governs; the City’s FAQ page still quotes $100. Working without contractor registration is a $75 fine, and work done without a required inspection is $50 per occurrence.
Electrical, plumbing and mechanical permits in Fort Morgan
Electrical: Fort Morgan no longer issues electrical permits or carries out electrical inspections. Electrical contractors, and homeowners doing their own work in a home they both own and live in, apply to the State of Colorado through the Department of Regulatory Agencies and request inspections there. That is why the City’s A/C and solar panel permits are marked as not including electrical.
Plumbing, gas and mechanical: these are part of the City building permit and are inspected by the City. The Plumbing Code and Fuel Gas Code in force are the 2018 editions, and the Mechanical Code is the 2024 edition. A water heater, gas appliance, backflow device, sewer line or water line each has a flat-fee permit.
Fire protection: fire alarm and fire sprinkler work is requested on the City’s Fire Alarm & Fire Sprinkler Permit Request Form, and the Fire Marshal reviews construction plans alongside the Chief Building Official.
Application documents and plan review
The Building Department’s pages and forms name these items for an application:
- MyGov application with the project description and valuation
- Construction plans and specifications when plan review is required, with the 65% plan review fee paid at submittal
- Proof of local purchase for materials bought in Fort Morgan, for the use tax calculation
- Contractor registration for each contractor, or the Contractor Permission Form where it applies
- Fire alarm or sprinkler request form for those systems
- For re-roofing, the City’s Roofing Requirements sheet sets out the code items the job is inspected against
Incomplete or changed plans that need more review are charged an additional plan review fee. The Building Department does not locate property lines; knowing where they are is the owner’s responsibility. It also does not perform real estate inspections.

Fort Morgan inspections
Every permit, whatever its type, requires at least one inspection, and the work is not complete until all required inspections have passed. The Building Department asks for 24 hours’ advance notice.
| Inspection | Fee |
|---|---|
| First inspection | Included in the permit |
| Second inspection | $50 |
| Third inspection | $100 |
| Fourth inspection | $250, then $100 for each one after |
| No show | $25 plus the cost of the inspection, if applicable |
| After hours on weekdays | $50 per hour, 1 hour minimum, by approval |
| Weekends and holidays | $60 per hour, 1 hour minimum, by approval |
Roofs: a mid-roof inspection is required once all the old roof covering is off, so the decking can be checked, followed by a final. The contractor supplies a tied-off ladder for both. Inspectors need a fall restraint system when the fall distance is over 25 ft or the pitch is steeper than 8:12, and no roof inspection is done during precipitation or with ice, snow or dew on the roof.
A Temporary Certificate of Occupancy costs $500 for homes and for multi-family or commercial buildings under 3,000 sq ft, with $350 refunded if the work is finished before it expires. For larger multi-family and commercial buildings it is $1,200, with $900 refundable.

2024 codes with exceptions: City Council adopted the 2024 International Building, Residential, Mechanical, Fire, Existing Building and Energy Conservation Codes by Ordinance No. 1337 on June 16, 2026. The 2024 energy code is being phased in under the City’s implementation plan, and the Building Department is currently enforcing the 2018 International Energy Conservation Code. The 2023 Colorado Model Electric and Solar Ready Code was adopted in the same ordinance.
Roofing rules from July 1, 2026: an ice barrier must reach at least 24 inches inside the exterior wall line, drip edge metal is required at eaves and gable ends, and asphalt shingles go on solid decking with no gaps over 1/4 inch. If the mid-roof inspection finds damaged or insufficient decking, an overlay or redeck may be required with an added inspection.
Sidewalks and right-of-way: sidewalk replacement has its own City application, and the Planning and Zoning page carries the revocable right-of-way application.
Before digging: the City reminds applicants to call 811.
Colorado building code
Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
