Boulder writes its own energy conservation code, which goes well beyond the state minimum, and adopts the wildland-urban interface code with its own amendments. The Marshall Fire of December 2021 started in unincorporated Boulder County, south of the city.

Planning and Development Services administers the city’s energy conservation code and its wildfire amendments alongside the adopted building codes. Construction value is determined under the city’s own valuation guidance and a cost estimate must accompany the permit application.

This guide covers work inside the Boulder city limits. Unincorporated Boulder County is a separate authority with its own building code, its own wildfire zones and its own mitigation programme — a Boulder address does not settle which of the two holds the parcel.

Net zero energy is the requirement, not the aspiration. Under the city’s 2024 energy conservation code, new homes of 3,000 square feet and larger must achieve an energy rating index of zero, and homes below that threshold must achieve an index of 30 or less. On the commercial side, new construction and additions above $500,000 in construction valuation must meet the performance requirements and achieve the applicable energy use intensity.

What requires a building permit in Boulder?

  • Painting, flooring, cabinetry and other finish work
  • Like-for-like fixture swaps with no alteration to wiring or piping

The commercial energy path forks on valuation. New commercial construction and additions at or below $500,000 in construction valuation may comply with the prescriptive or performance requirements of the city’s commercial energy code. Projects at or above that figure must comply with the performance requirements — the new construction path or the addition path as applicable — and must achieve the applicable energy use intensity, measured as energy use per square foot of building area. A cost estimate must be provided with the permit application, because the valuation decides the path.

The wildfire rules are the newer of the two regimes and the boundary matters. Inside the city limits and inside the mapped interface, the city’s interface code applies. Outside the city, unincorporated Boulder County runs its own wildfire zones, its own ignition-resistant construction requirements and a separate mitigation programme with its own assessment route. The two are not interchangeable.

In 2025, building permits issued in Boulder authorized 336 new privately owned housing units, 31 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.

Residential work is governed by the index thresholds: 3,000 square feet and above requires an energy rating index of zero, and below that an index of 30 or less. How Colorado contractor credentials work

Unregistered trade work is a state-law violation, not a local one. It is a violation of state law for anyone other than the homeowner, who is not a registered electrical or plumbing contractor, to install electrical or plumbing work on a property — and a homeowner’s insurance may not cover damage caused by an uninsured installer. Confirm the general contractor’s local licence with Boulder Planning and Development Services and the trade registrations with the state boards, because the two are checked in different places.

Commercial permits

Commercial projects take the prescriptive or performance path below the valuation threshold and the performance path with an energy use intensity target above it. The city offers free detailed home assessments through its fire service to help prioritise wildfire upgrades, which is a residential service but signals how the city expects the interface requirements to be approached.

Local licences, state trade registration and design professionals

Three credential layers appear on a Colorado project and they are held by three different bodies: the local general contractor licence and any bond the jurisdiction requires; state registration for the electrical and plumbing contractors, verified with the state boards; and, on commercial and larger residential work, drawings stamped by a Colorado-licensed architect or professional engineer. Boulder permit costs and fees

Boulder fees are calculated from construction value determined under the city’s own valuation guidance document, and a cost estimate must be provided with the permit application. Energy modelling and rating work are project costs on top of the permit fee.

Because Colorado sets no statewide building fee schedule, two jurisdictions on the same model code can price the same project very differently. The component most often missed is the trade permit: electrical and plumbing permits are separate local permits with their own fees. Review, corrections and what actually causes delay

The first cause of delay in Colorado is the wildland-urban interface, where a parcel inside the mapped area brings requirements the building code alone does not describe. The second is the energy code, because the tier a jurisdiction sits on depends on when it last updated rather than on a statewide date. The third is edition drift between neighbouring jurisdictions on the same corridor. There is no statutory review clock for building permits: any timeline you are given is that jurisdiction’s own target. Inspections in Boulder

Standard checkpoints include footing and foundation, framing, rough-in electrical, plumbing and mechanical, insulation and energy compliance, fire systems on commercial work, and final, with a certificate of occupancy before the building is used. Where interface requirements apply, ignition-resistant materials and the noncombustible site rules are verified on site rather than accepted from the specification.

How can Boulder require more than the state?

Because the state sets a floor rather than a ceiling. Colorado has no statewide building code. For private buildings, state law leaves adoption to local government, so whether a building code applies at all, and which edition, is decided by the municipality or the county — roughly 270 municipalities and 64 counties, each choosing for itself. House Bill 22-1362 does not compel any jurisdiction to update, but when a jurisdiction adopts or updates a building code it must take up at least the specified minimum energy code, so the energy floor arrives with the update rather than on a statewide date; for updates made on or after 1 July 2026 that floor is the state’s Model Low Energy and Carbon Code. Where the energy provisions or the state model codes conflict with the Colorado plumbing code or the National Electrical Code, the plumbing code or the electrical code prevails.

Who issues my electrical permit?

The local building department. The trades are the part Colorado does decide centrally. The State Electrical Board and the State Plumbing Board issue permits and inspect only where a city or county has no electrical and plumbing inspection programme of its own. This area has one, so the trade permits are issued locally; the state still inspects electrical, plumbing and gas work in public schools. Electricians and plumbers are licensed by those state boards and the licences are statewide, while general contractors are licensed by municipalities and counties, often with a surety bond. It is a violation of state law for anyone other than the homeowner, who is not a registered electrical or plumbing contractor, to install that work, and the homeowner exception covers only work you do yourself on a home you live in that is not for sale or rent.
