The Building Division of Corona’s Planning & Development Department issues building permits from 400 South Vicentia Avenue, Suite 120, phone 951-736-2250. Corona City Hall is open Monday to Thursday, 7 AM to 6 PM, and closed Friday.

This guide covers the Building Division, its 2026 fees and inspections, and the Planning, Fire, Utilities and County offices that a Corona permit can involve.

What requires a building permit in Corona?

Some Corona permits start in the Planning Division, which reviews and issues permits for fences and walls, patio covers, signage, and residential and commercial additions. The Development Services counter (951-736-2262) issues permits for grading, street closures, overloads and encroachments for construction in the public right-of-way.

Retail food or beverage facilities need plan approval from the County of Riverside Environmental Health Services Division before the Building Division approves the plan check; its Corona office is at 2275 S. Main St. Suite 204, (951) 273-9140.

California builds on one statewide code, Title 24, whose 2025 edition took effect on 1 January 2026; the editions in effect when the application is submitted apply, and cities and counties may adopt local amendments only with findings filed with the state (new residential amendments are largely frozen until June 2031).
