Davis runs a point of sale programme that most California cities do not. Under Davis Municipal Code Article 8.10, before a house, duplex or triplex is sold, the owner applies to the Building Division for a resale inspection no later than 15 working days before close of escrow. The city inspects and issues a report of violations, which the seller gives to the buyer; violations not corrected before the sale must be corrected by the buyer within 90 days of it. A resale certificate is issued once the violations are corrected. The report is valid until a certificate issues or 18 months after the inspection, a certificate is valid 18 months from validation, and either expires if the property is altered without a required permit — which makes unpermitted past work a transaction problem rather than only a code problem. Apartment buildings of four or more units, hotels and motels file a self-certification form instead.

Practically, three credential layers appear on California projects: a CSLB license in the correct classification for the contractor pulling the permit; the specialty C-classifications for the electrical, plumbing and mechanical trades; and, on commercial and larger residential work, drawings stamped by a California-licensed architect or engineer. California layers two uniform state surcharges — the Building Standards Administration fee and the Strong Motion Instrumentation seismic fee — on top of the local charges (Health and Safety Code 18931.6; Public Resources Code 2705).
