Boone County’s government publishes no building permit, plan review or inspection program for land outside the cities. Building permits come from the towns that run one: Harrison, through the Fire Department’s Community Risk Reduction Division (870-741-6384), Diamond City (870-422-7212) and Bergman, at City Hall. On county land, Boone County Central Dispatch assigns 911 addresses, the County Judge must consent in writing before anything is placed in a county road right-of-way, and a 2025 moratorium stops new commercial wind and solar energy facilities.

Addresses, county roads and the wind and solar moratorium
911 addresses: Boone County Central Dispatch, 400 E Prospect Ave, Harrison (870-204-5575), assigns addresses. Only the owner, or an agent named on its Authorized Agent form, may apply, with the legal description or parcel number and a copy of the deed or survey; in a new subdivision the deed must be recorded first. The driveway must be roughed in, because the address is measured to it, and moving the driveway later means applying for a new address. Allow 10 business days and post numbers at least 3 inches high. A private road is considered only if it serves two or more homes, takes emergency equipment safely and is kept up and marked by its owners.
Rather talk it over?
Call 1-855-478-4290 →County roads: Emergency Ordinance 2024-31, passed September 10, 2024, keeps county road easements and rights-of-way free of encroachments unless the County Judge grants written permission. Fines are $1,000 per violation, double for a repeat, and $500 a day for a continuing violation, and the county may remove an obstruction at the owner’s cost. Parking a vehicle, trailer, mobile home or equipment on a county road or its right-of-way is banned except after a breakdown, and even then for no more than 48 hours on the shoulder.
Commercial wind and solar: Emergency Ordinance 2025-16, approved April 8, 2025, imposed a temporary moratorium on building or expanding commercial wind and solar energy facilities within Boone County, including land clearing and excavation for them. It has no end date: it lasts until the quorum court adopts an ordinance regulating such facilities or one lifting the moratorium, and the county’s posted 2025 and 2026 ordinances include neither.
Flood insurance: FEMA’s Community Status Book lists Boone County in its section of communities not in the National Flood Insurance Program, marked suspended since November 29, 2010. Harrison, Bellefonte, Bergman and Diamond City participate; Alpena, Everton, Lead Hill, South Lead Hill, Valley Springs and Zinc are listed as not participating, and Omaha is not listed.
