A zoning permit and water and sewer approval must be in hand before the County will take a building application. Plan review then takes 3 to 5 days, and the County’s zoning permit costs $15 from July 1, 2026.

What requires a permit in Mecklenburg County?

The Building Inspection Office issues permits for building, electrical, plumbing, mechanical and demolition work, and it keeps a separate application form for each kind of project. Building plans are required on all work, regardless of size.

Building permit forms

  • Single-family dwelling
  • Additions and remodeling
  • Accessory building
  • Storage building
  • Swimming pool
  • New commercial construction
  • Demolition
  • Mobile homes and replacement mobile homes

  • Swimming pools
  • Accessory buildings and new dwellings

The second list comes from the Zoning Administrator’s Office: a zoning permit is required before any of these goes up, including farm structures that sit outside the building permit system.

Six incorporated towns lie wholly or partly in the county. The County’s single-family permit procedure spells out who does what:

Building permits by town in Mecklenburg County
TownWho issues permits
South HillThe Town issues both zoning and building permits inside its limits. Its Code Compliance Department enforces the building code, including electrical, mechanical and plumbing, at 211 S. Mecklenburg Avenue (434-447-3191, weekdays 8:30 a.m.–5:00 p.m.).
Boydton, Chase City, Clarksville and La CrosseThe town’s zoning office issues the zoning permit; the County Building Inspection Office issues the building permit. The County also runs erosion and sediment control in these four towns. Town offices: Boydton 434-738-6344, Chase City 434-372-5136, Clarksville 434-374-8177.
Brodnax (partly in Brunswick County)The County Building Inspection Office issues the building permit for the part of Brodnax that lies in Mecklenburg County. The town has fewer than 300 residents and no building department, and Code of Virginia Sec. 36-105 has each county enforce the building code on its own side of such a town, so the Brunswick County side goes to Brunswick County. The County’s published procedures do not name a zoning office for Brodnax; the Town office is at 28 Main Street (434-729-3191; closed Wednesdays).

Mecklenburg County permit forms and procedures

Applications are PDF forms from the Building Inspection page; the County has no online permit portal. For five common jobs it also posts a one-page “Procedure to Acquire a Building Permit”: single-family dwelling, additions, accessory building, mobile home and replacement mobile home.

  • Building permit application forms — single-family dwelling, additions and remodeling, accessory building, storage building, pool, new commercial construction and demolition.
  • Trade application forms — electrical, plumbing and mechanical, each asking whether the job is residential or commercial.
  • Affidavit — signed and notarized when the state contractor licence or trade certification details cannot be supplied.
  • Asbestos and Demolition Certification Form and Pool Barrier Letter.

Every form asks for accurate directions to the job from Boydton using road names, and lets the applicant choose between mailing a check and paying when the permit is picked up. Cash is not accepted by mail.

Mecklenburg County permit costs and fees

Under the County Code, the Board of Supervisors sets building permit fees by ordinance or resolution, and no permit is issued until its fee is paid. The application forms collect the figures the fee is worked out from: total square feet, the cost of the structural work, and the cost of the electrical, plumbing and heating work. The zoning and land disturbance fees below took effect July 1, 2026.

Mecklenburg County zoning and land disturbance fees (from July 1, 2026)
ProjectFee
Zoning permit or temporary permit$15
Residential land disturbance$50
Commercial land disturbance$200 application fee plus $200 per month
Site development application$325
Sign permit application$30
Variance application$500
Rezoning application$425

A re-inspection fee is charged when the permit card cannot be seen from the road or the property is not accessible for a scheduled inspection.

Electrical, plumbing, mechanical and gas permits

Electrical, plumbing and mechanical permits each have their own County application. The electrical form asks for the amps, phase and volts of the service and the name of the power company; the others ask for the estimated job cost and the tradesman’s licence number, with a copy of the licence.

The County wants the Virginia State Certification Card numbers of every subcontractor doing electrical, plumbing or HVAC work, whatever the cost of the job. Where they cannot be given, a signed and notarized affidavit takes their place.

Wells and septic: the Mecklenburg County Health Department issues the private well and sewage disposal construction permits; the County’s procedures give its number as 434-738-9557, and the health district lists its Environmental Health staff at 478 Washington Street, Boydton. An addition that adds a bedroom, or a first bathroom, also needs Health Department approval.

Construction documents and application requirements

The County will not accept a building application until two approvals are already in place, in this order: water and sewage disposal, then zoning.

New house

  • Approved well and sewage disposal construction permits, or the town or subdivision water and sewer connection approval form
  • Approved zoning permit
  • Approved erosion and sediment control plan or agreement in lieu
  • 2 complete sets of plans
  • Truss drawings and specifications for engineered wood members; engineered drawings carry the engineer’s red stamp
  • Dwelling size, basement, garages, porches and decks, type of heat, bedrooms, bathrooms, fixtures and electrical service size
  • Mechanic’s lien information, if applicable
  • Copies of the state contractor’s licence for all contractors and subcontractors
  • Power company name and directions from Boydton

Accessory building or addition

  • Zoning permit; bring the recorded deed if the land was bought in the past 9 months, and a new recorded survey if the lot was cut from a larger parcel
  • 2 sets of plans
  • Size of the structure, floor joist and rafter sizes, type of heating and number of plumbing fixtures
  • Electric service size if the building has its own meter
  • A drawing of the property lines with distances to all four lines and to other structures
  • For an addition: its heated and unheated size and the cost of the structural portion
  • Contractor licence copies or the notarized affidavit

A mobile home must carry a HUD label, and its application includes the manufacturer’s installation manual and the registration form from the Commissioner of the Revenue’s Office. New commercial construction needs a structural analysis and drawings.

How to apply for a Mecklenburg County permit

1. Water and sewage approval

Get the Health Department’s approved well and sewage disposal construction permits, or the town or subdivision connection approval.

2. Zoning permit

Apply to the County Zoning Office (ext. 4340), or to the town zoning office in Boydton, Chase City, Clarksville or La Crosse. In South Hill, the Town handles the building permit as well.

3. Erosion paperwork

Every single-family site needs an agreement in lieu of a plan, and every commercial site an approved erosion and sediment control plan.

4. Building application

Submit the form for the project type with 2 sets of plans and the licence copies to 350 Washington Street. The office issues no permits after 4:30 p.m.

5. Plan review

Review takes 3 to 5 days, depending on the size and type of building. The permit is mailed to the owner, or held for pick-up if the permit technician is told.

6. Post the card and call for inspections

Put the permit card where it can be seen from the road and phone at least a day ahead for each inspection.

Mecklenburg County inspections

All inspections are scheduled by phone, on the numbers for the Building Inspection Office, with at least 24 hours’ notice. The office cannot give a time of day. The permit holder or their agent books every inspection and supplies any ladders or scaffolding the inspector needs, and one set of approved construction documents stays on site.

The County’s Required Inspections sheet lists them in order:

  • Footing — ready on the morning of the inspection day; 12 inches deep with at least 8 inches of concrete. Erosion and sediment measures are inspected at the same visit.
  • Foundation and anchorage — sill plates on, anchor bolts within 12 inches of each corner and no more than 6 feet apart. The 911 address is usually assigned after this inspection.
  • Slab — 4-inch base and vapor barrier in place.
  • Framing and rough-ins — electrical, plumbing and mechanical, usually booked together.
  • Insulation — R-13 in walls, R-19 in floors and R-38 in ceilings.
  • Meter base — electrical service connection.
  • Final — the house complete and ready to move into, grading finished within 10 feet of the foundation, and the 911 number shown in 4-inch reflective lettering visible from the road.

Where a site uses a well and septic system, the Health Department’s operation permit must be on file with the Building Inspection Office before the final Certificate of Occupancy.

Important local requirements in Mecklenburg County

New zoning ordinance: the County’s current Zoning Ordinance and Subdivision Ordinance took effect July 1, 2026. The county is zoned A-1, A-C, R-1, R-2, R-3, MU-1, PUD and M-1, and setbacks differ in each district.

Homeowner applications: every zoning application made by a homeowner is inspected by the Zoning Administrator before a permit is approved.

Accessory buildings on vacant land: where there is no house on the property, the lot must be tested for a well and septic system before an accessory structure is allowed. Campers, in the districts that allow them, need a well, a septic system and an operation permit first.

Land disturbance: the Zoning Administrator’s Office runs erosion and sediment control for the county and for Boydton, Chase City, Clarksville and La Crosse. A single-family site disturbing one acre or more also needs an agreement in lieu with the Virginia Department of Environmental Quality (1-800-592-5482).

Recently bought or divided land: bring the recorded deed if the land changed hands in the past 9 months, and a new recorded survey if the parcel was split from a larger one.

Virginia building code

Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works
