In Essex County, building, electrical, plumbing, mechanical and gas permits are issued by the county’s Building and Zoning office at 202 South Church Lane, Tappahannock, which also issues the zoning permit. You file a residential or commercial application form by 4:00 p.m., and the county allows at least 7 business days for review. Under the fee schedule effective July 1, 2026, a new house costs $0.20 per square foot plus a $75 plan review fee.
What requires a permit in Essex County?
Essex County’s applications and its 2026 fee schedule show the work the Building and Zoning office permits. Plans submitted now must follow the 2021 Virginia code, which the county has applied to every permit issued since January 18, 2025.
Residential application
- New single-family, duplex, townhouse and apartment construction
- Additions and alterations
- Manufactured and industrialized (modular) homes
- Attached and detached garages and accessory buildings
- Docks
- Generators

- Piers, bulkheads, jetties and riprap
- Towers and antennas

Its Town Code (Sec. 14-2) says building permits are obtained from the county building official, so the building and trade permits for a town address come from the county office above. The town keeps its own zoning: its Zoning & Community Development office at 915 Church Lane (804-443-3336, weekdays 8:30 a.m. to 4:30 p.m.) issues the town Zoning Permit, the Historic Overlay Zoning Permit and town sign permits. The county’s residential application has a “Town Zoning?” line for these jobs.
Essex County application forms
Essex County’s applications are PDF forms on its Building Applications & Forms page. They have to reach the office before the 4:00 p.m. cut-off, because permit technicians cannot hold payments overnight.
- Residential Building Permit Application. A combined building and zoning application. You tick the trade permits needed (electric, plumbing, HVAC, gas) on the same form and list each contractor with a Virginia licence number in the Statement of Contractors.
- Commercial Building Permit Application. One application for each type of permit: new construction, electrical, plumbing, HVAC, gas, fire safety (sprinkler, alarm or hood), asbestos abatement, demolition or sign.
- Erosion & Sediment Control (Land Disturbing Permit) Application. Includes the Chesapeake Bay worksheet and the Agreement in Lieu of Plan for single-family lots.
- Floodplain Development Permit Application.
- Land Development & Zoning Application, on the Zoning Applications & Forms page, for zoning permits, site plans, subdivisions, variances and water quality impact assessments.
Anyone doing work in the county is asked for a business licence and can be refused service without proof of one. An Essex County business licence costs $30 from the Commissioner of the Revenue.
Essex County building-permit fees
The figures below come from the county’s 2026 Fee Schedule for Development Activities, effective July 1, 2026. The forms pages still link a 2025 schedule PDF with lower fees (for example $0.12 per sq ft for a house); the 2026 schedule replaced it.

For a Tappahannock address, the town Zoning Permit comes from 915 Church Lane, and the county form asks whether town zoning applies. Elsewhere, the county reviews zoning on the same application.
If the lot is in a FEMA flood zone or has a perennial stream or tidal water, expect a Floodplain Development Permit with a survey, and the 100-foot buffer marked on site.
Fill in the residential or commercial form, the contractor statement or owner’s affidavit, and the land disturbing permit application with its Agreement in Lieu where the lot qualifies.
Bring proof of a business licence if you are a contractor. Applications are not accepted after 4:00 p.m.
That is the minimum review period the county states. Both the Building Official and the Zoning Administrator sign off the application.
A failed inspection costs $75 to repeat, and a permit with no inspection for more than 6 months needs a $75 renewal.
Building and trade inspections in Essex County
County building staff inspect each stage of construction and issue the certificate of occupancy once the project is satisfactorily complete. Questions about which inspection stages apply to a permit go to the Building and Zoning office on 804-443-4951.
The fee schedule sets three inspection-related charges: $75 for a re-inspection after a failed inspection, $75 to renew a permit that has gone more than 6 months without an inspection, and $100 for a verification for a certificate of occupancy. A temporary occupancy permit is $75. Serious problems on site can lead to a notice of violation or a stop work order.
Local Essex County requirements that matter
Chesapeake Bay rules: the land disturbing application includes a worksheet for impervious cover. If existing plus proposed impervious cover is more than 16% of the lot, a Chesapeake Bay Act site plan prepared by a Professional Engineer is required. Where a perennial stream or tidal water is on the parcel, the 100-foot Resource Protection Area buffer has to be located, and disturbance inside it needs a Water Quality Impact Assessment ($75 for a residential review under 2,500 sq ft, $150 above that, $200 commercial).
Want this handled start to finish?
Get a free quote →Land disturbance: a single-family house on a parcel recorded before July 1, 2004 that disturbs less than 1 acre can use an Agreement in Lieu of an erosion and sediment control plan. Any development on a parcel created after that date needs a Virginia stormwater management plan and permit. Under the agreement, bare areas must be stabilized within 7 days of reaching final grade.
Floodplain: the Floodplain Development Permit is required along with the building permit, and the survey has to show whether the work falls inside or outside the flood area.
Waterfront work: piers, bulkheads, jetties and riprap are permitted by the county at $10 per $1,000 of cost.
Wells and septic: the Essex County Health Department, 423 North Church Lane, Tappahannock, is part of the Three Rivers Health District; its environmental health line is 804-443-4076.
Town water and sewer: inside Tappahannock, the town inspects water and sewer connections and asks for 24 hours’ notice on 804-443-3336.
