Amelia County has no incorporated towns, so the Amelia County Building Department at 16360 Dunn Street is the permit office for every address in the county. Building and Trade Permit applications are filed in the County’s online portal, and a typical permit takes 7 to 10 working days. Under the fee schedule effective July 1, 2025, a frame house costs $190 plus $0.30 per square foot, with each trade permit $95.
What requires a permit in Amelia County?
The Building Department’s fee schedule shows what it permits, and its FAQ page answers the common “do I need one” questions.
Permit needed
- Frame, modular and manufactured homes
- Additions and garages
- Sheds over 256 sq ft, porches, carports and permanent ramps
- Decks, patios and retaining walls holding 3 ft or more of fill
- Pools and spas over 150 sq ft, over 5,000 gallons or 24 inches or deeper
- Electrical, mechanical, plumbing, gas and solar work
- Commercial buildings, renovations and signs
- Demolition or relocation of a structure
- Tents over 900 sq ft, alone or combined
- Communication towers and co-locations
Exempt, per the County FAQ
- One-story detached sheds and playhouses of 256 sq ft or less
- Fences of any height, unless they are a pool barrier or needed for pedestrian safety
- Concrete or masonry walls up to 6 ft above finished grade
- Retaining walls supporting less than 3 ft of unbalanced fill
- Farm structures, with the Affidavit of Exemption for Agricultural Structures
Zoning setbacks apply to every structure, exempt or not, and an exempt farm building has to meet greater zoning setbacks and cannot be used as a dwelling or restaurant. A deck added to a pool generally needs a permit. Whether a basement bedroom is allowed depends partly on the number of bedrooms the septic system was designed for.

Amelia County permit types and the online portal
The County’s Permits And Forms page links five online applications:
- Building Permit, for dwellings, additions, accessory structures, pools, demolition, commercial buildings, signs, towers and tents.
- Trade Permit, for electrical, mechanical, plumbing, gas and solar work.
- Certificate of Occupancy for Existing Structure.
- Agricultural Structures Exemption.
- Amusements Permit for rides and inflatables, which needs a third-party inspector.
After you submit, the application is reviewed by the relevant departments and messages about missing items or payment arrive through the portal. Printable versions of the Application for Building and Application for Trade can be emailed to the department instead, though the County says these may take longer.
Anyone applying who is not a licensed contractor files the Exemption from Contractor Licensing Affidavit, which must be notarized; the office can usually notarize it. Property owners, lessees and contractors may do their own work. Other forms include the Amendment Request Form, Authorization by Owner to Use Property, the Manufactured Home Certification of Installation and the Pool Barrier Requirements Affidavit.

Not sure this scope needs a permit?
Get a free quote →For example, a 2,000 sq ft frame house is $190 plus 2,000 × $0.30 = $790. With electrical, mechanical and plumbing permits at $95 each the fees reach $1,075, and the 2% state levy adds $21.50. The levy is not charged on the septic, erosion control, re-inspection or after-hours fees.
Building permit fees are requested through the portal after the pre-approval review; most trade permit fees are due with the application. To pay by cash or check, collect an invoice from the department, pay at the Treasurer’s Office and bring the stamped invoice back. Card payments carry a convenience fee. Handicap ramps for existing single-family homes and agricultural-exempt structures pay no permit fee but still need an application.
Electrical, plumbing, mechanical and gas permits
Each trade is applied for on the Trade Permit application and charged a flat fee:
| Permit | Fee |
|---|---|
| Residential electrical, mechanical, plumbing, gas or solar | $95 each |
| Commercial electrical, mechanical, plumbing, gas or solar | $190 each |
| Residential solar | $95 per trade (electrical and solar) |
| Commercial private solar | $190 per trade |
| Utility-scale solar | $250 plus $0.15 per sq ft, on the Building Permit application |
Rather talk it over?
Call 1-855-478-4290 →Solar is the local wrinkle. A rooftop or ground-mount system uses the Trade Permit with both the electrical and solar parts completed and charged separately, and the contractor needs both the ELE and AES classifications on the state licence. Plans must carry a Virginia-licensed engineer’s seal for the structural and electrical design, battery storage has to be shown, and a ground-mount array needs a plat with setbacks. Any design change after approval needs a permit revision and an amendment fee.
Trade rough-ins are inspected together once all are ready, and they are finaled with the house.
Amelia County construction documents
Every permit
- Completed Building or Trade Permit application
- Contractor’s Virginia licence and current-year business licence, or the notarized exemption affidavit
- Health Department approval for a private well and septic system, or the “Amelia Sanitary District Walkover For Service” form for public water and sewer
- Copy of the deed if the property has been owned less than two years
New home or addition
- An electronic set of plans and specifications; they need not be drawn by an architect
- One recorded plat showing the structure, every setback dimension and the driveway entrance
- Acknowledgement of the Soil, Radon, 3rd Party Inspection and Address Requirements form
- Acknowledgement of the Required Inspections form (frame and modular, or manufactured housing)
- For a mobile home, proof by data plate photo or title that it is a 1976 or newer model
Sort out water and sewer before applying. A private system needs a Health Department construction permit, or a Safe, Adequate and Proper review to reuse an existing one. For public service there is no charge for the walkover form; a $200 water and sewer application fee is due once you accept the Public Works estimate, and the final invoice must be paid before the final inspection is scheduled.
The County gives 7 to 10 working days as the typical time from a complete submittal to approval. Planning and Zoning reviews first, then Environmental, then the Building Inspector. A permit must show some activity within 6 months of issue or of the last inspection; call before then to ask for an extension.

Pay the $25 septic administrative fee and apply to the Health Department for a well and septic permit, or submit the walkover form for public service.
Mark the structure, setbacks and driveway on a recorded plat, and have the affidavit notarized if you are not a licensed contractor.
Choose the Building Permit or Trade Permit application from the Permits And Forms page and upload the documents.
The fee request comes through the portal after pre-approval for a building permit, or at submittal for most trade permits.
Zoning, Environmental and the Building Inspector review in turn. Answer portal messages quickly, since the County says delays depend on the applicant’s response.
Use the portal, phone or email after each stage, then file the final-inspection items before asking for the final.
Amelia County building inspections
Request inspections in the portal, by phone on 804-561-3039 or by email between 8:00 a.m. and 4:30 p.m. Give the permit number and address or tax map parcel, the contractor or owner name, the inspection type, a preferred date and a contact phone number. The department books dates, not times, and an emailed request is not scheduled until someone confirms it. The contractor or owner must have a ladder on site.
The Required Inspections form (revised June 1, 2026) lists the stages:
- Footing, before concrete
- Projection and waterproofing, both before backfill
- Foundation, backfilled and graded with anchor bolts in place
- Floor joists on crawlspace houses, before the subfloor goes down
- Slab prep for basement, garage, carport and porch slabs
- Veneer, with windows, doors, flashing and house wrap complete
- Rough-ins: trades first, then framing, with sealed drawings for trusses and other engineered wood products on site
- Insulation
- Final, then the Certificate of Occupancy
Before the final on a new home, the department must hold the Health Department’s sewage system operation permit, a good bacterial water test, any required HVAC tests, the blower door test, and proof that proffers or utility charges are paid. House numbers at least 3 inches high must be posted. If an inspection fails twice, the $40 re-inspection fee is collected before a third visit. Third-party inspections are accepted only when the office cannot inspect within two working days, or with the Building Official’s prior approval, and are paid for by the permit holder.
Local Amelia County requirements
Shrink-swell soil: if shrink-swell clay is found at the footing inspection, the Building Official decides whether an engineered footing and foundation are required. The County publishes a shrink-swell map with its building forms.
Radon: Amelia County enforces mandatory radon-resistant construction measures.

Get a free quote →Design criteria: 18-inch frost line (footings at least 18 inches to good soil), 20 psf ground snow load, 115 mph wind speed, seismic design category B, and ice barrier underlayment required.
911 address: a new address is assigned after the Building Inspector has made an on-site inspection, which is why the plat must show the driveway.
Zoning and site plans: Community Development administers the zoning and subdivision ordinances. Every site plan needs a pre-application conference, and site plan review costs $300 plus $10 per acre. A zoning sign permit ($50) comes before a commercial sign building permit.
Refunds: a cancelled permit can be refunded on written request within 6 months of application or 12 months of issue, less the state levy and a 5% administrative fee with a $50 minimum.
Virginia building code
Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works
