The Sevier County Building Department in Richfield issues every building permit in the county, both in unincorporated areas and inside all 12 cities and towns once the town has signed its zoning permit. Applications go through the county’s CityInspect portal, and a new house outside the towns also needs signatures for water, septic, road access, power and gas before the permit is approved.

What requires a building permit in Sevier County?

County rules say no building may be erected, built, enlarged, altered, repaired, moved, improved, converted or demolished without a permit for each project from the Sevier County Building Department. Starting without one adds an investigation fee equal to the permit fee, so the owner pays double.

County building permit

  • New homes, in the county or inside a town
  • Additions, remodels, repairs and conversions
  • Out-buildings of any type
  • Moving or demolishing a building
  • Commercial buildings

Road and address sign-off

  • All new residential construction, in the county or a town
  • Any out-building, on vacant or occupied land
  • Power permits: upgrades, pivots, temporary and permanent power

Land in a mapped flood zone needs a county floodplain development permit as well, and uses such as short-term rentals or conditional uses go through Planning and Zoning.

Who issues building permits in Sevier County?

The Building, Planning and Zoning department at the Sevier County Administration Building in Richfield issues building permits and inspects for the whole county; Jason Mackelprang is the Building and Zoning Official. Inside a city or town, the town first signs a zoning permit, which tells the county it may issue the building permit once the other requirements are met. Glenwood, Monroe, Richfield and Sigurd use their own zoning permit forms; the other towns sign the county’s municipality zoning permit form.

Electrical, plumbing and mechanical work

Trade work is inspected by the county as part of the building permit inspections: under-floor plumbing, rough plumbing, rough electrical and rough mechanical inspections, plus the water, sewer and gas lines before they are backfilled. Power work for upgrades, irrigation pivots, temporary and permanent power needs the county road and address sign-off, and the power provider signs the signature sheet for a new home. Septic systems are permitted by the Central Utah Public Health Department.

Building plan requirements

Plans for new homes and commercial buildings must be drawn to scale and include:

  • Plot or site plan showing buildings in relation to property lines and existing structures
  • Basement plan with footings and foundation, room uses, walls, beams and headers, water heater, furnace and plumbing
  • Main floor and upper floor plans with window and door sizes, kitchen layout, outlets, panel location and smoke detectors
  • Exterior elevations with grades and the structure below grade
  • Floor and roof framing plans, wall cross sections, stair details and a fireplace section
  • Heat loss calculations
  • Material specifications and window, door, hardware and header schedules

Lots in a flood zone add the floodplain permit and a FEMA elevation certificate.
