In unincorporated Juab County, the Planning and Zoning Department in the County Courthouse in Nephi issues and inspects building permits, and applications are filed online through Civic Review. A house can be permitted only once water, a county road frontage, an approved wastewater permit and a recorded property pledge are in place. Nephi, Mona, Levan, Eureka, Rocky Ridge and Santaquin issue their own permits.

What requires a building permit in Juab County?

County code makes it unlawful to build, enlarge, alter, repair, move, convert or demolish a building, or to grade, excavate or fill, contrary to the building codes the county adopts. Those are the codes adopted by the State of Utah, and the county building inspector applies the newest version of each. The county’s paper application form lists these types of work:

Work types on the county form

  • Residential (new homes, including manufactured and modular homes)
  • Remodels and additions
  • Sheds and garages
  • Agricultural buildings
  • Commercial and industrial buildings
  • Electrical work

Also needed for a new house

  • Wastewater (septic) permit from the Central Utah Public Health Department
  • Proof of culinary water, with the water rights tied to the lot
  • Recorded property pledge for the acreage used
  • Address assignment and, where needed, a county road encroachment permit

No permit is issued for a building that does not meet the zoning rules in force when you apply, or for land inside the mapped lines of a future street.

Who issues building permits in Juab County?

The Juab County Planning and Zoning Department permits and inspects construction in the unincorporated county, and also runs zoning and planning. Colby Park is the Planning and Zoning Administrator. A county permit is signed off by the building inspector, the zoning administrator, the road department supervisor and the fire marshal. Every incorporated town in the county runs its own permits:

Applications and county forms

Juab County’s building permit application is online in Civic Review: you enter applicant, project and property details, see the fees, sign and submit. The county also posts these forms on its Planning and Zoning page:

  • Pledge for Building Permit: a notarized pledge of the parcels used to meet the acreage requirement; that land cannot be counted again for a future permit. It must be recorded with the County Recorder before the permit is issued.
  • Water Release Form: lets an owner get a building permit before a well is drilled and the culinary water is approved. The county will not issue an occupancy permit until all county and state water requirements are met, and the owner takes the risk that water cannot be obtained.
  • Waste Water Permit Application: a septic form; the current version is the Central Utah Public Health Department’s own 2026 onsite wastewater packet (Nephi office, 160 North Main, 435-623-0696).
  • Owner Builder Form: the state certification for owners building their own home.
  • Conditional Use Permit Application and Feasibility Review for Subdivision, for uses and land divisions that go to the Planning Commission.

Permit costs and fees in Juab County

The county’s paper application form records the project’s total valuation, the building permit fee and a 1% state fee added on top, and the online application has its own fees step before you sign and submit.

1% state fee1% of the building permit fee
Conventional septic system permit (Central Utah Public Health Department, 2026 application)$600

Electrical, plumbing and mechanical work

Electrical work is one of the work types on the county application. Every county permit carries the signatures of the building inspector and the fire marshal, and work on a county road needs an encroachment permit from the road department. Septic systems are permitted separately by the Central Utah Public Health Department, which must inspect the system before it is backfilled.

Requirements for a residential building permit

County land use code sets the conditions a house must meet before the permit is issued:

  • Proof of adequate culinary water, with a covenant, agreement or deed permanently tying the water rights to the building site
  • Frontage on a county road (state and federal roads count)
  • An approved wastewater permit
  • A property pledge, in the owner’s name and recorded with the County Recorder, listing the parcels dedicated to the permit
  • A plot plan drawn on the lot’s plat map from the County Recorder (not needed for re-roofing, siding, demolition or remodels that do not change the building’s size)
  • Building plans, contractor or owner-builder information, and the property serial number

A dwelling must be at least 20 feet wide on its first floor and sit on a permanent concrete or masonry foundation; manufactured homes must be multi-section, each section at least 10 feet wide. In a subdivision, no building permit is issued until the subdivision is recorded and its required improvements are installed and accepted by the county.

How to apply: 6-step Juab County process

1. Confirm the land is unincorporated

Inside Nephi, Mona, Levan, Eureka, Rocky Ridge or Santaquin, apply to the town instead.

2. Check zoning, acreage and frontage

The lot needs the zone’s acreage and frontage on a county road; uses that need a conditional use permit go to the Planning Commission first.

3. Secure water and wastewater

Arrange culinary water and the water rights, and get the septic permit from the Central Utah Public Health Department (or sign the Water Release Form if a well comes later).

4. Record the property pledge

Sign the notarized pledge and record it with the County Recorder.

5. Apply in Civic Review

Upload the plans and plot plan, pay the permit fee and the 1% state fee, and wait for the county sign-offs.

6. Build within 180 days and pass final

Start within 180 days and do not stop for 180 days; nobody may move in before the final inspection and certificate of occupancy.

Juab County inspections

The county building inspector, part of the Planning and Zoning Department (435-623-3400, Monday to Thursday), inspects permitted work. The permit lapses if work does not start within 180 days or stops for 180 days. Occupancy is prohibited until the final inspection is passed and the certificate of occupancy is issued, and where a Water Release Form was signed, no occupancy permit is issued until the water requirements are met.

Local Juab County details that matter

Planning Commission: meets on the third Wednesday of each month (except July and December) at 7:00 p.m. in the County Commission Chambers at 160 North Main, Nephi. Agenda items are due by 5:00 p.m. on the Monday before, and subdivision plats at least 12 days before the meeting.

Roads: county roads need at least a 60-foot right-of-way, and no building permit is issued that would interfere with it.

Animals and homes: new homes must be at least 500 feet from existing corrals, pens or coops on neighboring property owned by others, and new corrals must keep the same distance from existing homes.

Utah adopts one construction code for the whole state; cities and counties enforce it, and any local amendments are set by the Legislature. Utah rules
