The City of Mount Pleasant’s Building & Development Department issues building permits and certificates of occupancy and inspects residential and commercial work inside city limits. Registered contractors apply and pay through the City’s online permit portal. A new single-family home is charged $0.50 per square foot, and the plumbing, electrical and mechanical subcontractors are listed on that one building permit instead of pulling their own.

What requires a permit in Mount Pleasant?

The City lists air conditioning, heating, building, electrical and plumbing work, sign installations, sprinkler systems, swimming pools and certificates of occupancy as needing permits and inspections. Its fee schedule adds:

Mount Pleasant permits: record types and what each covers

The City uses a permit validation system. On a new building or an addition, the general contractor lists the plumbing, mechanical and electrical subcontractors on the building permit, which then covers all structural and trade work done during initial construction, so no separate subcontractor permits are needed. Separate licensed-contractor permits are available for trade work that is not validated on a building permit.

Every contractor working inside city limits must register with the City on the all-trades form, choosing residential builder, commercial builder, sign, pool and spa, master electrical, mechanical or plumbing, or irrigation, and attaching any state trade licence, a driver’s licence and proof of general liability insurance. Every validated subcontractor must be licensed and currently registered, or the application is not accepted.

For example, a house counted at 2,000 sq ft pays a $1,000 building permit fee, with its trades validated on that permit. A new home on city utilities may also need taps, priced on the same schedule: a 4-inch sewer tap is $1,250 in pavement or $1,050 in dirt on the same side, and a 3/4-inch water meter is $250. Commercial work that needs outside consultants for plan review or inspection is billed at actual cost.

Mount Pleasant trade permits

On new buildings and additions, trades work under the general contractor’s building permit through the validation system. Other trade jobs use a licensed-contractor permit: $75 for residential electrical, plumbing or mechanical work, and the commercial valuation table for commercial trade work. 2. Check zoning and platting
