Houston County government publishes no building permit, building inspection or floodplain permit program for the unincorporated county. It is, however, TCEQ’s septic (OSSF) authorized agent for the unincorporated area and the City of Crockett, with its permit office at 1212 E. Houston Avenue in Crockett (936-544-7608). A rural owner also needs a 9-1-1 address from the county Addressing Coordinator (936-544-7427), the Commissioners Court’s rules for objects in county road right of way, and plat recording at the County Clerk ($120). Crockett, Grapeland and Kennard process building permits at their city halls.

The Commissioners Court page lists a Community Service/Environmental Officer, whose report the court receives at its regular meetings; the county does not describe that office as issuing permits. On May 26, 2026 the court signed a petition to the Governor and state officials asking for data center safeguards, including permitting in unincorporated areas and drainage engineering for unplatted developments.

How to start a rural project in Houston County

1. Find out whether the site is in a city

Crockett, Grapeland, Kennard, Latexo and Lovelady are incorporated; everything else is unincorporated county with no county building permit.

2. Build the driveway first

The Addressing Coordinator will only assign an address to property with an established driveway.

3. Request the 9-1-1 address

Use the county’s online request form, giving the GPS coordinates of the driveway and the planned building in decimal degrees, the Houston County Appraisal District parcel ID and the road name.

4. Set the mailbox correctly

Place it at least 3 feet from the driving surface, with the post behind the ditch so county equipment can keep the drainage clear.

5. Record any plat

Once the Commissioners Court or the city has approved a plat, record it with the County Clerk with a current tax certificate.

6. Inside a city, apply at City Hall

Crockett, Grapeland and Kennard take building permit applications at their city halls; a septic system in the county or in Crockett also needs the county’s OSSF permit.

Rural addressing and right-of-way rules

The 9-1-1 Addressing office assigns official physical addresses in the unincorporated area and keeps the county’s emergency map current for fire, police and EMS crews; the coordinator suggests calling or making an appointment if you are unsure what to send. Under the Commissioners Court’s May 24, 2016 order, the county can remove, or require the owner to move, any mailbox or other object in county right of way that is unsafe or creates a hazard.
