What requires a permit in Clute?

The City says most construction inside Clute needs a building permit and asks you to call the Building Department before starting any work to find out whether yours does. The City Code and permit forms name these:

Who handles permitting in Clute?

The Building Official runs the permit office, plan review, zoning checks and inspections from the Permit and Inspections Office at City Hall, and the department also enforces minimum housing standards. Tim Novinger is the Building Official. Electrical, plumbing and mechanical permits are issued by the same office, and City Council sits as the board of appeals for building code decisions. Electrical, plumbing, gas and HVAC permits in Clute

All electrical, plumbing and mechanical work in Clute must be done by licensed contractors, and the permit can be taken out by the property owner or the contractor. The licensing rules differ by trade:

  • Electrical: master, journeyman and apprentice electricians must hold a City of Clute licence, and journeymen and apprentices work under a licensed master. The electrical application lists the meter loop, outlets, fixtures, appliances, motors and temporary pole, with the master’s licence number.
  • Plumbing and gas: plumbers are licensed by the state and must also register with the City. Separate plumbing and gas applications list each fixture or appliance, and the plumbing form records whether water and sewer fees are paid.
  • HVAC: air conditioning and refrigeration contractors hold a state licence and register with the City; the HVAC application asks for the total cost of the installation.

A permanent generator or a home battery backup system needs its own building permit. For a residential backup system no plans are required, and the City inspects only the main or emergency disconnect, the grounding and bonding of the service equipment and parts such as the transfer switch or gateway.

New buildings must also show a sidewalk to City specifications along every street frontage, any screening fence the zoning ordinance requires, compliance with the City’s facade standards, and a landscape plan in the R-3, R-4, C-2, C-1, M-1 and PUD districts.

4. Submit drawings in paper and PDF

Send one printed set and one electronic copy, with the survey and plot plan, to the permit office at City Hall.

5. Hold the preconstruction meeting

Commercial projects must meet with the City before work starts.

6. Inspect, then apply for occupancy

Pass the ground, rough and final inspections; a business then files the Certificate of Occupancy application for the space.

Inspections in Clute

An inspection requested in the morning is carried out that afternoon, and one requested in the afternoon is carried out the next morning. Work must not be covered before it has been inspected, and the green or red inspection stickers must stay on the building until the final occupancy inspection.

  • Ground: plumbing, electrical, foundation (with a form survey sealed, signed and dated by a registered surveyor), sidewalk and drive approach, plus flatwork on commercial jobs
  • Cover or rough: plumbing, electrical, gas, mechanical and framing. On homes, a windstorm certificate from a windstorm inspector or engineer must be in before the framing inspection.
  • Final: plumbing, electrical, gas, mechanical and building, with debris removed, the lot graded, appliances installed and working, house numbers up and the water meter inspected

Windstorm and energy inspections are carried out by state-approved third-party inspectors, and their reports go to the City. Before a business opens, the Certificate of Occupancy check covers parking, accessibility, signs, grease traps, dumpster screening and the state sales tax permit, and the office decides whether fire and health inspections are also needed.
