Contractor registration: under section 150.20 of the Code of Ordinances, no building or excavation permit is issued to a contractor who is not registered with the City. Registration lasts one year and must be renewed to pull new building or trade permits. Every contractor files the application, a government-issued ID, a certificate of insurance naming the City as holder with at least $300,000 in general liability cover (plumbers may post a surety bond instead) and an affidavit of employees; home improvement and general contractors also supply a criminal history search no more than a month old, and licensed trades supply their Texas licence (TCEQ licence for water treatment and irrigation specialists). TDLR-regulated trades pay no registration fee. In the portal, choose Contractor Permit or Contractor TDLR Regulated Contractor Permit.
Zoning requests (variances, administrative appeals, plat vacations, annexation and signs over 25 sq ft) are filed in the same portal.

Fees come from Ordinance 1102, passed October 20, 2025, which replaced the land usage fee schedule in section 156.01. Every permit carries a $50 issuance fee per location and a 2% technology fee, and the schedule is adjusted each year by the Consumer Price Index.

Carports: Ordinance 1114 allows carports in any zoning district that allows accessory buildings.
