Who issues permits in Anna and its ETJ?
The Building Department issues building and trade permits for property inside the city limits. Plans are reviewed at the same time by Building, Engineering, Fire, Health and Planning and Zoning where they apply; fire plans go to the Fire Department and civil plans to Public Works.

Applications, payment and contractor registration
The City accepts applications by email for now. Payment is by check or credit card in the office, or by mailed check, and must reach the office within 48 hours for the submission to count as complete. Permits move through these statuses: open, under review, pending, resubmittal required, paid, ready and issued.
- Contractor registration – $100 a year, renewed annually; there are separate forms for mechanical, electrical and plumbing contractors and for everyone else, and no construction permit is issued without it.
- Residential forms – New Residential Permit, Additions and Alterations, Building/Pergola/Covered Patio/Deck, Pool and Spa, Fencing, Roofing, Backup Power, Miscellaneous Trade and Miscellaneous Simple Permit applications.
- Commercial forms – Commercial Permit, Certificate of Occupancy, Sign and Temporary Sign applications.
- Supporting documents – Site Drainage Acknowledgement, Homeowner’s Affidavit, Pool Affidavit and Utility Agreement, where the permit calls for them.

Trade permits and energy compliance
Electrical, plumbing and mechanical permits are $125 each on new homes and commercial buildings; replacement water heaters and boilers are $125. Smaller trade jobs use the Miscellaneous Trade Application, and generators, batteries and similar backup power systems have their own Backup Power Permit form.

What to send with a new-home application
Read the Residential SF New Construction Checklist first, because applications that skip steps are returned. The lot must already have an address from the City’s GIS staff. Send everything as one unsecured PDF of 32 MB or less, in this order:
- Signed residential permit application, Site Drainage document and Utility Agreement
- Site and plot plan with setbacks, build lines, driveway dimensions and the lot, block and subdivision name
- Floor plans, all four elevations and the roof plan with pitch
- Engineer letter and foundation plan
- Framing plan with shear or bracing walls, and ceiling and roof framing
- Fence plan (a plot plan with the fence highlighted) and irrigation plans
- 2021 IECC energy compliance report
- Plans stamped by a design professional, including framing and structural design
- Collin County septic approval where City sewer is not available
Commercial projects take 4 to 6 weeks and the City offers no expedited review. Plans go first to Planning, Engineering and Fire, and the building plans follow after the first round of civil comments, as a 24×36 hard copy plus PDFs by discipline.

Register the contractor for the year and ask the City’s GIS staff for the lot address if it has none.
Send the application PDF to permits@annatexas.gov.
The City emails an invoice; pay exactly that amount, by check or card, within 48 hours.
Return any corrections within 180 days; resubmittals cost extra.
Take the stamped Utility Agreement with a $315 check to Utility Billing for the water meter.
Work must begin within 180 days and an inspection must pass at least every 180 days, or the permit lapses.
Inspections in Anna
Email inspection requests to inspections@annatexas.gov before 4:00 p.m. on the business day before you want the visit, listing the address, subdivision, permit number, inspection types and a contact. Several addresses can go in one email; a requested time is honoured only if the inspector agrees to it. Do not book anything until the permit is paid and issued.
Keep the City-approved plans and all earlier inspection reports on site. Framing, electrical rough, plumbing top-out and mechanical rough are requested together, and sheathing and brick ties are checked at the same visit. Site cleanliness and the stormwater plan may be checked at any inspection, and mud left in subdivision streets can put inspections on hold. Re-inspections cost $50, $75 and then $100.
Local Anna rules
Construction hours are 7 a.m. to 7 p.m., with no work on Sundays. Each development needs a concrete wash-out station, trash fences and portable restrooms.
Dumpsters: roll-off containers must come from CARDS, the City’s exclusive solid waste provider (877-592-2737); using another company can bring a stop-work order and fines.
Fences must be at least 6 ft and no more than 8 ft tall, tapered at corner visibility clips, and pool fences must meet the barrier rules. An HOA approval letter speeds things up, but the City neither adopts nor enforces HOA guidelines.
Roofs: tear-off and new underlayment are required. Homestead owners may do their own roof; every other roofing permit goes to a registered general contractor.
