The department has three licensed building inspectors and support staff. The State Fire Marshal lists Morristown as exempt from the state residential program, and the city is on the state’s list of places that inspect their own electrical work. Morristown lies mainly in Hamblen County and extends into Jefferson County, and the city permits both parts; land outside city limits is handled by the county it sits in.

Morristown permit types and intake

One City form, the Building Permit Application, covers building, electrical, mechanical, plumbing, gas, pool and detached accessory structure permits; tick the permit type and the work class (new, alteration, addition, utility re-connection or service upgrade) and give the square footage and valuation. Detached accessory structures have their own application, which Planning also signs. The structure must be smaller than the house, on the same lot, built no earlier than the house, no taller than two stories or the house, and clear of easements and buried utilities; buildings over 1,000 sq ft or two stories must use materials similar to the house, and nobody, human or animal, may live in one.

A land disturbance permit review costs $250 for up to 5 acres of disturbed land and $500 above that (development fees passed by resolution on November 18, 2025), and the permit is valid for one year.

Contractors must show their contractor licence and a certificate of liability insurance. A business license from any Tennessee county is enough for jobs under $50,000; above $50,000, the contractor needs a City of Morristown business license from the Tax Office and a Hamblen County business license from the County Clerk (423-586-1993).

Electrical, plumbing, mechanical and gas permits

Morristown inspects electrical work itself, so electrical permits inside city limits come from the City, not the State. Electrical, plumbing and gas work needs a state-licensed and insured contractor; mechanical jobs over $25,000 do too.
