Electrical, plumbing and mechanical work
Electrical, plumbing and heating and air installations are on the County’s list of work that needs a permit. Each contractor and subcontractor uploads a copy of both the South Carolina licence and a Jasper County business license to the permit, and the County’s Subcontractor List form records who is doing each trade.
Commercial building permits must be applied for by a licensed contractor and need Fire Marshal approval before they are issued. Commercial projects that need special inspections use the County’s Statement of Special Inspections.

The County’s residential checklist splits the filing into two online applications:
Zoning permit
- Site plan drawn to scale, showing the building and distances to property lines
- A 911 address, requested from County GIS by email if the lot has none
Building permit
- Plans stamped by a South Carolina design professional, engineer or architect, with a design summary on the title page
- Contact details and SC and Jasper County licences for the builder and subcontractors, or the owner-builder affidavit filed with the Register of Deeds
- REScheck and the HVAC contractor’s Manual J
- A DES septic permit to construct, a licensed septic contractor’s letter for an existing tank, or a Beaufort Jasper Water Sewer Authority approval to connect
After the permit is issued, a termite treatment certificate is due before footings are poured, an under-construction elevation certificate before the framing inspection if the lot is in a flood zone, and a soil compaction report may be requested. Commercial jobs need a land development permit and three sets of construction documents.

County building inspectors check the work under the adopted codes. Before the certificate of occupancy inspection on a new home, the County needs the final DES septic approval where there is a septic system and, in flood zone A or AE, the final elevation certificate.
When a manufactured home’s title is retired, an inspector completes the County’s Certificate of Compliance confirming the wheels, axles and towing hitch are removed and the home is installed to County rules.
