Since 12 January 2026 Manheim Township has required a stormwater exemption filing with every zoning permit submission and with building permit submissions that carry zoning review or change the property’s impervious cover, and an application filed without it is incomplete.
The township administers the statewide code from the municipal building on Municipal Drive, with the Code Compliance Department handling construction permits and inspections and a separate Planning and Zoning Department handling the land-use side. Its codified ordinances carry the zoning ordinance, the subdivision and land development ordinance, the floodplain ordinance and the stormwater management ordinance together in one instrument.
