Pontotoc County does not issue building permits; the Uniform Building Code Commission lists it as a county that issues none. Building, grading, mining, drilling or storing equipment in a mapped flood area of the unincorporated county does need a floodplain permit: the Emergency Management Director reviews it and the county Floodplain Board approves it, with a review fee that is normally $220. Ada has its own building department, and Byng and Roff require permits under their own town rules.

Start with a Notice of Intent to the Floodplain Administrator, who decides what the development permit needs. For a new or substantially improved home in a flood hazard area, plan on an elevation certificate: a registered engineer, architect or land surveyor must certify that the lowest floor, including any basement, is at least 2 feet above the base flood elevation. The county’s regulation and the flood maps are available from Emergency Management.

Inside Ada, apply to the City; in Byng, Roff or Allen, call the town first.
Call Emergency Management (580-421-7777) to see whether the land is in a special flood hazard area.
Pay the $5 fee; the administrator decides what the permit needs.
The administrator reviews the application and recommends it to the board.

Inspections
The county does not inspect buildings. Floodplain work is inspected under the regulation at $25 per inspection, and the elevation certification completes the file. Breaking the regulation is a misdemeanor punishable by up to a year in county jail or a fine of up to $500 for each violation.
