Pawnee County issues no building permits for unincorporated land; the state building code commission lists it as a non-issuing county, and the county’s medical marijuana page states that it does not conduct certificate of occupancy inspections. Cleveland and the City of Pawnee issue their own building permits, and the Board of County Commissioners in the Pawnee courthouse (918-762-3741) handles county road matters and the county’s medical marijuana business approvals.

Building in the City of Pawnee
The City of Pawnee requires its Building & Structure Permit for new structures on any property and for substantive renovations of existing ones. The form (July 2025 edition) is filed in person at City Hall by the named applicant, with a copy of an unexpired driver’s licence and the drawings. A contractor must show a $50,000 general liability bond and workers’ compensation insurance under Section 4.601 of the city code, as updated on February 5, 2025, and must hold the city’s annual contractor licence. The application goes to the building official for plan approval, and new buildings get a final inspection.
Permit costs
Pawnee County charges no building permit fee. In the City of Pawnee the permit is $2 for each $1,000 of the project’s value, never more than $50, plus the $5 state fee printed on the form, so a project valued at $10,000 pays $20 + $5 = $25.
The county does charge a nonrefundable $250 annual application fee for each commercial medical marijuana location it signs off.
