Ottawa County does not issue building permits; the state building code commission lists it as a non-issuing county. What the county does permit is development in the floodplain: its Floodplain Administrator, in the Emergency Management office in Miami (918-541-9391), issues floodplain development, demolition and RV and travel trailer permits in the floodplain under regulations dated August 5, 2010, and new homes in a flood zone must have the lowest floor at least 2 feet above the base flood elevation. Miami, Commerce and Quapaw permit buildings inside their own limits.

What Ottawa County permits

  • Floodplain development permit: for new buildings, additions, substantial improvements, fill and other development on land in the regulatory floodplain outside the towns.
  • Demolition permit for floodplain areas: $25; the debris may not be left in the floodplain.
  • RV and travel trailer permit (floodplain): $25, signed by the Floodplain Administrator; a trailer may stay on the site for no more than 180 days.
  • Utility permit for lines in county road right-of-way; approved public service and pipeline crossing permits are listed on the county’s Permits page.

Permit costs in Ottawa County

The county charges no building permit fee because it issues no building permits. Its floodplain demolition and RV permits are $25 each; the floodplain development permit form has a blank for the permit fee, so ask the Floodplain Administrator for the amount. In the towns, Miami charges $150 for the first 1,000 sq ft of a new house plus $5 per additional 100 sq ft, and Quapaw charges $10 for work valued up to $10,000 plus $1 for each additional $1,000.

What the floodplain permit needs

The application asks for the type and purpose of the work, its address or legal description, the engineer or surveyor and contractor, the base flood elevation, lowest floor and lowest adjacent grade, the flood zone, map panel and NFIP community number. The administrator checks off the documents a project must add:

  • A site plan with existing structures, water bodies, adjacent roads, lot dimensions and the proposed work.
  • Plans drawn to scale with anchoring, the proposed lowest floor, water-resistant materials and flood openings.
  • The top-of-fill elevation and a compaction (Proctor) test for new fill.
  • An engineer’s certification that work in a regulatory floodway will not raise the 100-year flood elevation.
  • Pre- and post-construction elevation certificates using the NAVD 1988 datum.

Building in rural Ottawa County

1. Find out whether the lot is in a town

Inside Miami, Commerce, Quapaw or Wyandotte, apply to the town; for Afton, Fairland and North Miami, call the town office first.

2. Check the flood map

If the site is in the regulatory floodplain, file the county’s floodplain development permit before you build or add fill.

3. Request an address

Fill out the county 9-1-1 address request before you build or place a home on county land.

4. Get the septic system approved

Homes beyond the town sewer lines need a DEQ on-site sewage permit.

5. Certify the finished elevation

In a flood zone, deliver the as-built elevation certificate to the Floodplain Administrator when the work is done.

Inspections

Ottawa County does not inspect buildings. Applicants for a floodplain permit authorize the county and its agents to enter the property in daylight hours for inspections under the floodplain rules, and on a remodel the administrator may ask for receipts for materials and labor at the end of the project. Utility work in county right-of-way needs the district commissioner’s approval first and gets a final inspection by the commissioner; no work is allowed there on weekends, holidays or after dark without approval. In Miami, call 918-542-6685, option 4, by 4 p.m. for a next-day inspection.

Local details

Floodplain standards: any new or substantially improved building (improvements worth more than 50% of its market value) must have its lowest floor, including a basement, at least 2 feet above the base flood elevation; utility lines, switches and equipment must also be 2 feet above it, and water and sewer connections need automatic backflow devices.

Addressing: the county assigns addresses in the unincorporated area and in several small towns, but not in Miami and not to vacant land; a driveway serving more than three homes or businesses needs its own road name or number.

Oklahoma building code

Oklahoma sets statewide minimum codes (the 2024 editions since September 14, 2026) that cities enforce and may strengthen; most counties issue no building permits for unincorporated land, though a few do. Oklahoma rules
