Logan County states that its unincorporated areas have no planning, zoning, permitting or inspection requirements, except the floodplain management regulations adopted by the Logan County Flood Plain Board. For a rural site, the county calls to make are the Flood Plain Administrator (405-282-0494) and, for lines in a county road, the Board of County Commissioners. Inside Guthrie, Crescent and the other towns that permit construction, the town handles it.
What needs a permit outside town limits?
Logan County
- Development on land covered by the Flood Plain Board’s floodplain management regulations
- Any line crossing a county road or using county right-of-way, permanent or temporary
State of Oklahoma
- Buildings in the International Building Code’s use and occupancy classifications where no local permit applies: State Fire Marshal
- Septic systems: Department of Environmental Quality Authorization to Construct
The county leaves federal, state and town requirements to the builder, owner or business operator. A home on rural land outside the regulated floodplain therefore needs no county building permit.
Who issues permits in Logan County?
Floodplain questions go to the Logan County Flood Plain Administrator, who is the county’s Emergency Management Director and serves the Flood Plain Board. Right-of-way and road crossing permits are approved by the Board of County Commissioners.

Logan County has no electrical, plumbing or mechanical permit. Where a town issues permits, trade permits come from the town; in Guthrie, for example, electrical, mechanical and plumbing permits are separate from the building permit and the contractors must register with the City. Licences for those trades come from the Construction Industries Board.
A septic system on rural land needs an Authorization to Construct from the Oklahoma Department of Environmental Quality, bought before installation and issued by the DEQ Environmental Specialist for the area. DEQ, or a DEQ-certified installer who self-inspects, must approve the system before it goes into use.
Logan County permit fees
The fees the county publishes are for right-of-way work under the road crossing rules that took effect on January 1, 2019:
| Item | Fee |
|---|---|
| Processing and inspection, each crossing | $500 per crossing or per mile |
| Line that passes from one section into another | A separate permit for each section |
| Installation without permission | $5,000, and no further permits until costs and damages are settled |
| Temporary permit | Valid for 45 days |
Commercial and other buildings that the State Fire Marshal permits outside town limits cost $0.20 per square foot plus a $4 OUBCC fee, with a $104 minimum. Town permits carry each town’s own fees; Guthrie charges $0.20 per square foot for a house.

- Road crossings: use only the current forms, RCP 1/2019 for a temporary crossing or RCP 4/2023 for a permanent one (the date is in the top left corner; other versions are rejected). Every line needs its own permit, even when several are laid side by side, and each application goes in as four copies, each with an original signature.
- Floodplain: the county refers owners, builders and developers to the Flood Plain Administrator to learn whether their land is subject to the floodplain regulations before work starts.
- State building permit: State Fire Marshal plans are filed online in its Accela portal; paper plans are not accepted.
