Craig County does not issue building permits: the Oklahoma Uniform Building Code Commission lists the county as a jurisdiction that issues none, and it is not among the counties the State Fire Marshal recognizes as doing their own plan review and inspections. Inside Vinita, the county seat, the city permits and inspects construction. Rural projects still need a floodplain clearance where the land is mapped, a DEQ septic authorization and, for commercial buildings, State Fire Marshal plan review.

Who issues permits in Craig County?

For unincorporated land, nobody issues a general building permit. The state’s code commission lists Craig County, at 210 W. Delaware, Suite 103, Vinita (918-256-2507), as not issuing permits, and the State Fire Marshal’s July 2026 list of counties that permit and inspect names only Adair, Oklahoma, Rogers, Tulsa and Wagoner. Where no local jurisdiction has signed an agreement, the State Fire Marshal holds jurisdiction.

Trades, septic and commercial projects

With no county permit, trade work in the rural county carries no county electrical, plumbing or mechanical permit; contractors hold their licences from the Oklahoma Construction Industries Board, and inside Vinita the city issues the trade permits.

Septic: the Oklahoma Department of Environmental Quality controls on-site sewage systems. Its 581 report sets which system the lot can take, an Authorization to Construct must be bought and issued by DEQ before installation, and DEQ or a DEQ-certified installer inspects the finished system. Since November 1, 2025, a person who is not DEQ-certified may install only one system a year.

Commercial buildings: outside Vinita, plan review for commercial construction goes to the State Fire Marshal, which takes submittals only through its online Accela Citizen Portal.

Craig County permit fees

There is no county building permit fee because there is no county building permit. Costs come from the agencies that do review the work: the City of Vinita’s fees inside the city, DEQ’s septic authorization and soil test fees, and the State Fire Marshal’s plan review invoice for a commercial building. Ask the county floodplain administrator (918-244-6102) whether a fee applies to a development in the floodplain.

How to start a project in Craig County

1. Find out if the site is in a town

Inside Vinita, apply to the city (918-256-7133); Ketchum issues a $30 town permit, Big Cabin’s code provides for town permits, and the state lists Bluejacket and Welch as not issuing them.

2. Check the flood map

If the land is in a mapped flood hazard area, talk to the county floodplain administrator before grading or building.

3. Arrange the septic system

Order the DEQ soil report and Authorization to Construct before the system goes in.

4. Send commercial plans to the State Fire Marshal

File through the Accela Citizen Portal for any commercial building outside Vinita.

5. Hire licensed trades

Electrical, plumbing and mechanical contractors need Construction Industries Board licences.

Inspections

No county inspector checks houses or barns in unincorporated Craig County. Septic systems are inspected by DEQ or a certified installer, commercial buildings under a State Fire Marshal permit are inspected under that permit, and work inside Vinita is inspected by the city.
