Who handles permitting in Elyria?

Elyria registers contractors itself. Building I, II and III, excavating, moving and demolition, and sign erector contractors submit a three-page application, three letters of reference (or copies of current registrations from 3 other jurisdictions), a certificate of insurance naming the City of Elyria, a 25K bond and a $125 fee. Electrical, heating and plumbing contractors submit the first page of the application, the insurance certificate, a copy of their state license, a 25K bond and a $125 fee.

Building I applicants take an open-book test on the 2024 Ohio Building Code at the Building Department, Monday through Friday between 8:00am and 2:00pm, with a two-hour limit; Building II applicants take a test on the 2019 Residential Code of Ohio with a three-hour limit.

New homes and additions

The application must include a site plan, and all subcontractors on the job must be registered with the City of Elyria. A grading plan is required for new homes.

Fences and sheds

The zoning permit form requires fences to keep an 18-inch setback from a public sidewalk and sheds to keep at least 3 feet from property lines and 6 feet from alleys; corner lots count as having 2 front yards.

Commercial plans

Submittals need five sets of plans drawn to scale and an Application for Certificate of Plan Approval, and the site plan must show the two closest fire hydrants.

West by the River Historical District

Exterior repairs, replacements, alterations or additions to a home in the district must be approved by the City of Elyria Landmarks Commission; interior work does not.

Variances

The Board of Zoning Appeals hears area and use variances, with application deadlines about two weeks before each meeting (for example 9/29/2026 for the 10/15/2026 meeting).

Street, sewer and water work

A separate Engineering Department permit is needed for excavation in the tree lawn or street, new sanitary or water connections, grading, commercial drive approaches or storm water activities.
