Warren County Planning, Zoning & Code Enforcement (542 W Ridgeway Street, Warrenton, 252-257-1305) issues building, electrical, plumbing and mechanical permits and inspects the work; any structure over 144 sq ft needs a permit. Apply online through OpenGov; permits are issued between 8:30 a.m. and 4:00 p.m., and next-day inspections must be requested by 3:30 p.m.

What requires a permit in Warren County?

The County’s permit process sheet says any structure larger than 144 sq ft (12 ft x 12 ft) needs a building permit; the only exception is a farm building on a bona fide farm. A smaller shed needs no building permit but may still need a zoning permit, or an electrical permit if power is run to it. In zoned areas, no building, sign or structure may be put up or repaired until a zoning permit is issued.

The department issues the building permit and trade permits and makes the inspections. Septic and well permits come from Warren County Environmental Health (252-257-1538), and new E-911 addresses from the Tax Assessor’s Office (252-257-4158).

  • Warrenton and Norlina: each town has its own zoning authority inside its limits and a one-mile extraterritorial area, and the County zoning permit does not apply there. For a new business, Warrenton’s checklist sends renovation plans to the Town Administrator for zoning review (and to the Historic District Committee for a Certificate of Appropriateness in the historic district) before the County issues the building permit; Warrenton Town Hall (252-257-1122) also schedules the fire inspection before a Certificate of Occupancy.
  • Macon: the County’s documents name only Warrenton and Norlina as having separate zoning, and Macon publishes no permit page. Ask the County whether a Macon lot is zoned by the County before applying.
  • Unincorporated county: the County zoning permit in zoned areas, or a development permit in non-zoned areas, comes first, and the building permit is not issued without it.

Applying through OpenGov

Zoning, building and trade permits are all applied for in the County’s OpenGov portal, where you can file several permits at once, follow progress, pay immediately, request inspections and read results. Forms the department may ask you to fill in and attach:

  • Owner Exemption Affidavit, for an owner building without a licensed general contractor
  • Appendix B, for a change of use
  • Appendix H, the affidavit for an existing wastewater system
  • Application for Temporary to Main Power
  • FEMA Elevation Certificate for lots in a Special Flood Hazard Area
  • Special Use Permit, Rezoning Petition and Board of Adjustment Variance applications

If a contractor is doing the work, the contractor must apply for and collect the permit. The department does not send bills: fees are paid when the permit is issued, and all inspection fees must be settled before a Certificate of Occupancy.

Re-inspections and on-site consultations are $50 each. Metal buildings are $0.15 per sq ft for warehouse use and $0.20 for commercial use, and a solar farm’s electrical permit is $75 plus $500 per megawatt. Rezonings, variances and conditional use permits are $275.

How to apply for a Warren County building permit

1. Get an E-911 address

A building permit is not issued without one; for a vacant lot, apply through the Tax Assessor’s Office or the Planning office.

2. Septic, well or public water

Get a perc test and septic permit (or approval of an existing system) from Environmental Health. A house within 500 ft of a County water line must connect to public water.

3. Zoning approval

In Warrenton or Norlina, from the town; elsewhere, the County zoning or development permit, with a site plan showing existing buildings, setbacks and the new structure.

4. Apply in OpenGov

Upload a set of plans and any affidavits, and file the trade permits; each trade contractor’s application must be on file before its rough-in inspection.

5. Pay and collect

Fees are due when the permit is issued, between 8:30 a.m. and 4:00 p.m.

6. Inspect and finish

Request inspections by 3:30 p.m. the day before and pay any open fees before the Certificate of Occupancy.

Call 252-257-1305, email permits@warrencountync.gov or use the portal; requests for the next day must be in by 3:30 p.m., and the department does its best to meet the requested date. Typical new-home inspections, in order:

  • Footing, before concrete
  • Saw service (construction power), only after a building permit is issued
  • Foundation, with sill plate, joists, girders and headers in place but no subfloor
  • Slab, with any under-slab plumbing inspected first
  • Framing, before wiring, plumbing or HVAC go in
  • Electrical, plumbing (with a DWV test) and mechanical rough-ins
  • Insulation, with the certification card posted
  • Temporary to main power, after the form is submitted
  • Final, with decks, porches, steps and handrails complete
