The combined application and other forms

The Polk County Building/Environmental Health/Zoning/911 Application (March 2025 fill-in version) collects everything for a new site on one form: the structure, the septic and well request, the zoning details and the new address, plus every licensed contractor, the lien agent and a site plan. Changing a licensed contractor without updating the application is grounds for revoking the permit. A driveway must already be cut in before a new 911 address is assigned.

The Inspections documents page also has the residential, commercial, mobile home and miscellaneous permit applications, the Owner/Builder Licensing Exemption, the Workers’ Compensation form and a Change of Contractor form. Issued permits can be looked up with the County’s online building permit search.

The general contractor’s licence qualifier must apply for and pick up the permit, unless they sign a notarized statement naming an agent for that job; owner-builders file the notarized licensing exemption form.

A new house with 2,000 heated sq ft is $640 on this schedule, plus the $10 recovery fee when a general contractor builds it. Attached garages, porches, decks, fireplaces, retaining walls and elevators are charged on top. Fees cannot be refunded once 30 days have passed since the permit was issued.

What to have ready

The County’s residential permit guide lists these in order of importance:

  • Septic and well layout from Environmental Health. For its evaluation, property lines and the proposed building must be staked and flagged.
  • Zoning approval: from Town Hall in Columbus, Tryon (including its ETJ) or Saluda, or the County zoning permit outside town limits, with a plat or drawing of the property lines and existing and proposed buildings.
  • A 911 address.
  • One set of plans: elevations of every side, foundation plan, floor plan, wall section, and roof framing and ceiling joist plan or engineered truss drawings. Modular plans need the State of North Carolina approval stamp on every page and the right foundation plan.
  • Contractor details: the subcontractors’ names and licence numbers as they appear on their licences.
  • Tax card and flood information where relevant; in a mapped special flood hazard area, the design must also meet the County’s Flood Damage Prevention Ordinance.

Leave the plans with the inspection office for approval, which can take a couple of days. They come back to you, and the approved set must stay on the job site.

Getting a building permit in Polk County

1. Get zoning sorted

Town zoning in Columbus, Tryon or Saluda; County Planning & Zoning everywhere else.

2. Cut in the driveway and stake the lot

The address is assigned only after the driveway exists, and Environmental Health needs the lines and building flagged.

3. File the combined application

Complete the Building/Environmental Health/Zoning/911 Application with the site plan.

4. Leave the plans for review

Approval usually takes a couple of days.

5. Pick up the permit

Permits are issued between 9:00 a.m. and 4:00 p.m., by the contractor’s qualifier or a named agent.

6. Start within six months

A permit expires if work has not begun within 6 months, or if it stops for 12 months.

Inspections in Polk County

Call for each inspection at least 24 hours ahead, with the permit number, and have the permit and approved plans on site along with toilet facilities. Owner-builders call in the inspections for all work they are listed for on the application.

No inspection is made until a Code Enforcement Official has checked the setbacks. The County’s list for a house then runs through footings, the temporary service pole, underground plumbing with a test, water and sewer lines, foundation drainage and wall sealant, foundation walls or piers, the floor system, slab preparation, fireplace and chimney, heater flues, retaining wall and deck footings, the garage slab, all rough-ins with plumbing and gas tests, insulation, and the building, electrical, plumbing and mechanical finals. Extra trips because the job was not ready, had violations or was locked can carry additional fees.

Local Polk County details

Lake Lanier: Tryon owns Lake Lanier, across the line in South Carolina. Docks, boathouses and other structures over the water need a lake encroachment permit from the Town of Tryon and a building permit from Greenville County, SC.

Septic permit life: Environmental Health applications are valid for a year. An improvement permit issued on a complete site plan lasts five years, and one issued on a complete plat does not expire.

Driveways and taxes: a driveway onto a state road may need an NCDOT permit from its Mills River office (828-891-7911), and owners must report improvements to the County Tax Assessor.
