Who handles permitting in Person County?
The County Inspections Department enforces the building, plumbing, electrical and mechanical codes in both Person County and the City of Roxboro, the county’s only incorporated municipality. It takes applications, issues or denies permits, inspects, and issues certificates of compliance. Dale Tillman is Director of Inspections. Zoning is not handled there: the City of Roxboro zones land inside its limits and Person County Planning & Zoning zones the rest, and Building Inspections will not issue a permit until zoning and Environmental Health have approved the project.

The Permit Applications page has the General Information Sheet, the Building Permit Checklist, building, electrical, mechanical and plumbing applications, residential and commercial conditional power applications, the Homeowner/Contractor Affidavit, a Change of Contractor Form, a Scope of Work Form and a commercial demolition application. The County also runs a self-service portal on Tyler EnerGov.
An owner can be their own general contractor for a home, addition or accessory building on land they own if they will live in it for 12 months after completion and file the owner’s affidavit. Homeowners may also do their own plumbing, heating and electrical work at their primary home with a trade permit. Projects over $40,000 need a lien agent entry number, or the application is not processed.
Person County permit fees
The fee schedule on the Inspections Department’s page took effect on July 1, 2022, and the Adopted Fee Schedule attached to the County’s FY 2026–27 budget ordinance lists every Inspections fee below as “No Change”. New-home fees are flat by size band and already include every trade.

Commercial and other non-residential work is charged on job cost, from $75 for jobs up to $700 to $6,370 at $1 million, then $2.80 per $1,000 above that. A foundation permit is $300 and demolition $150.
Re-inspections cost $75, and so does a trip when the job is not ready; a second re-inspection is $100, a third $150 and a fourth $300. Renewing an expired permit costs half the original fee, and occupying a building without a certificate of occupancy carries a $2,000 fine.
Electrical, plumbing and mechanical permits
A licensed contractor normally does trade work, but a homeowner may do the plumbing, heating or electrical work in their own primary home with a trade permit. Gas service to a house is installed under its own mechanical permit.

Building permit checklist and plan review
- Environmental Health approval for the well and septic system.
- Zoning approval from the City of Roxboro or Person County.
- The General Information Sheet.
- A building permit application signed by the general contractor and every subcontractor, or the owner’s affidavit.
- The 10-digit Duke premise ID if Duke supplies the power.
- The lien agent entry number for jobs over $40,000.
- Plans and a scope of work where the project needs them.
Plans must be drawn at a scale of at least 3/16 inch on 11 by 17 inch paper or larger, and review takes 7 to 10 days; plans are never reviewed the day they are dropped off.
Commercial applications need two sets of plans with an NC Building Code Summary Sheet and a site plan, the application signed by all contractors and a commercial land use application. Inside Roxboro, one more set goes to the Roxboro Fire Department and one to the City Planning Director, and the Inspections Department will pass them on if you bring them all there. The County puts the whole commercial process at about 15 to 20 business days, and rejected plans need a second review.

Inspections in Person County
Every inspection request goes through the main desk with the permit number; messages on an inspector’s voicemail do not count. The County asks for 24 hours’ notice, with requests in by 3:00 p.m. for the next working day, and it completes inspections within three working days counting from the scheduled day. Footings, slabs and trenches go first and can be asked for in the morning or afternoon; calling several days ahead does not move a job up the list.
For a house the County’s list runs: footing, with a portable toilet on site; saw service; foundation and floor framing, which is set up only after the Planning Department has approved the survey; waterproofing and basement walls where present; slabs; all rough-ins together with framing; pre-brick veneer; insulation; trenches; the temporary electrical final, at which the inspector may release power; and the building final, with all trades inspected at the same visit. Environmental Health and zoning finals must be issued before the building final, approved plans must be on site, and any footprint change needs fresh approval from Planning, Environmental Health and Building Inspections.
