What requires a permit in Jackson County?
The County requires a permit before building, altering or repairing a building or any of its systems. Its “When do you need a permit?” handout gives local examples.
Permit needed
- Decks, carports and garages of any size
- Storage buildings over 12 feet in any dimension
- Room additions and finishing an attic
- New or moved light fixtures that add to the wiring
- Replacing a furnace or changing the HVAC system
- An extra sink or toilet, or a water heater of a different type
- Structural repairs to joists, subfloor, roof sheathing, headers, piers or footings
- Any new land disturbance (Land Development Permit)
No permit
- Non-structural repairs
- Windows and doors of the same size in the same place
- Deck pickets, railings, stair treads and decking
- Like-for-like plumbing fixtures and water heaters
- Vinyl siding (unless the electrical service must be moved)
- Re-roofing with no framing repairs
- Farm buildings with no electrical, mechanical or plumbing systems
Fireworks displays and tents larger than 700 square feet also need a County fire permit and inspection.

Create an account on the County’s Civic Access portal to apply, request inspections and see results. Online applications are queued and handled in the order they arrive. Paper applications can still be delivered in person, faxed or emailed to the permit center.

Starting work without the required permit doubles the permit fee.
Electrical, plumbing and mechanical work
For new houses and new commercial buildings the trade permits are included in the building fee. Stand-alone electrical, mechanical or plumbing permits are $200 per trip. The new-home application names the building, electrical, plumbing, mechanical and gas contractors with their state licence numbers, and the contractor’s email receives the inspection results.
For a temporary electrical final, which lets permanent power be connected for up to 90 days while a job is finished, the County needs an approved building sewer inspection, the final approval for the septic system or sewer connection, the Utility Connection Policy affidavit notarised within 30 days, and the Duke Energy work order number where Duke serves the site. Only the electrician named on the building permit can request it.
What the County needs before it accepts an application
- A Land Development Permit, approved by the same office, for any land disturbance
- Proof of an approved sewage method: a septic permit from Jackson County Environmental Health, or a letter from Tuckaseigee Water & Sewer Authority or Utilities, Inc. where they serve the lot
- Zoning approval from the Planning Department if the lot is in a zoned area
- The completed building permit packet and plans drawn to scale
- For commercial work, two printed plan sets plus a PDF or JPG copy

How to get a building permit in Jackson County
Get the septic permit from Environmental Health (828-587-8250) or the utility’s service letter.
Get Planning Department approval for zoned areas, or a Zoning Certificate from the Town of Highlands.

Inspections in Jackson County
Inspections are requested online in Civic Access, and requests in by 4:00 p.m. are scheduled for the next business day. On the morning of the inspection, your portal calendar shows which inspector is coming. Results appear in the portal and go to the contractor’s email.
Request an inspection only when the trades are ready: if the inspector finds the work unfinished, a $100 re-inspection fee can be charged. In Highlands, both the Town and the County inspect, and the Town asks for at least 24 hours’ notice.

Grading: call the permit office at least 24 hours before new grading starts. Disturbing more than half an acre needs an erosion control plan, a Financial Responsibility Form and two sets of plans; over 3 acres the plan must come from a design professional, and over 5 acres monthly self-inspections and a surety bond are also required.
