What requires a permit in Hertford County?

  • Non-structural work on a single-family home up to $40,000, the limit in G.S. 160D-1110(c) (building permit only; trade permits still apply)
  • Like-for-like plumbing repairs, such as a water heater of the same capacity, faucets, drains and toilet seals

Accessory buildings with any dimension over 12 feet must meet the residential building code.

Who handles permitting in Hertford County?

One combined office handles code enforcement, building inspections and zoning. Robert Mizelle is both the Chief Code Building Inspector and the Zoning Administrator. Permits are issued Monday to Friday from 9:00 a.m. to 4:30 p.m., and the office is open 8:30 a.m. to 5:00 p.m.

The County’s residential application asks whether zoning authorisation came from a town or the County. Septic systems and private wells are permitted by Albemarle Regional Health Services, the district health department for Hertford County.

Who can apply and how

Applications go through the iWorQ portal, which has separate forms for residential, modular and manufactured home building permits, non-residential and ABC permits, each trade (electrical, plumbing, mechanical, fuel gas, insulation), flood, demolition, zoning compliance, temporary power and Fire Marshal construction permits. Contractors need their access code to search permits. Fees can be paid by check, cash or debit/credit card, with checks made out to Hertford County Inspections; all fees are non-refundable.

The County accepts applications from:

  • A North Carolina licensed contractor, with a copy of the licence
  • A W-2 employee of the contractor, with a signed letter authorising them to sign and pay for permits
  • A homeowner with proof of ownership, plus a notarised letter from the landowner if that is someone else, and a signed letter from every owner or heir where there are several

Rental property, or a home you will not live in for at least 12 months, must be permitted to a licensed contractor, and work costing more than $40,000 must be done by one. All trades sign for and buy their own permits.

Plan review takes at least 2 weeks, and the submission must include both the application and the plans. The County also asks for a temporary toilet on site during construction and a check of the flood maps. Floodplain development permits are a separate application; new flood map panels for the county took effect January 17, 2025.

How to get a Hertford County building permit

1. Get an E-911 address

Apply to GIS and Planning (252-358-7809) if the lot has no address.

2. Septic or utility letter

Apply to Albemarle Regional Health Services for the septic improvement permit, or get a letter from the water and sewer provider.

3. Zoning compliance

Apply for County zoning compliance ($50) in iWorQ, or get the zoning permit from Murfreesboro, Winton or Cofield if the lot is in one of those towns.

4. Apply for the building permit

Upload the application, plans and checklist documents; a lien agent is needed at $40,000 or more.

5. Trade permits

Electrical, plumbing, mechanical, gas and insulation contractors each apply and pay.

6. Book inspections a day ahead

Post the permit card and keep plans on site.

Inspections in Hertford County

Call 252-358-7814 or 252-358-7813 a day ahead with the owner’s name, street address, type of inspection, permit number and a contact number. The general or set-up contractor, or whoever holds the building permit, makes all inspection requests; trade contractors tell the general contractor when their work is ready. Without the permit card posted and plans on site, the inspection will not be done.

Before the first visit the address must be posted, with a portable toilet and a trash container on site and the house laid out with string lines and batter boards or surveyor stakes so setbacks can be checked. The required inspections are footing or slab, under-slab where utilities run under it, foundation, rough-in, framing, insulation and the final for the Certificate of Occupancy. Permits expire 6 months after issue if no inspection has been requested, or 12 months after the last inspection if work stops.

Demolition: after the application, an inspector visits to judge whether asbestos testing is needed, utilities must be confirmed as disconnected, and the County collects the dump tickets before a final site visit.
