Greene County Planning & Inspections in Snow Hill issues building, electrical, plumbing and mechanical permits for the unincorporated county and, under the Town’s own ordinance, for Snow Hill and its extraterritorial area. Applications go through the County’s OpenGov portal, where the building application also covers zoning approval. A house is charged $0.14 per square foot under the inspection fees the County adopted for FY 2026–27.

What requires a building permit in Greene County?

The County’s Building Codes Enforcement Ordinance, adopted June 21, 2021, requires a permit for building, moving, altering, repairing or demolishing a building, for plumbing, heating, cooling and electrical work, for setting up a mobile home, and for signs and awnings where the state code calls for one. Changing the use of an existing building needs an inspection.

  • Utility poles, towers and similar utility equipment

Who handles permitting in Greene County?

Greene County merged building inspections, planning, zoning and GIS into one Planning & Inspections Department. Its inspectors review plans, issue permits, inspect work and issue Certificates of Occupancy; the planning side handles zoning, floodplain management, subdivisions and E-911 addresses. The County ordinance covers the County’s whole planning jurisdiction and any town whose request is approved by the Board of Commissioners. The office is at 229 Kingold Blvd, Suite E, Snow Hill, NC 28580, phone 252-747-4019, open 8:00 a.m. to 5:00 p.m., Monday to Friday. Septic permits come from the Greene County Department of Public Health’s Environmental Health section next door at 227 Kingold Blvd, Suite B (252-747-8183).

Applying through OpenGov

The County’s OpenGov site handles planning, inspections, environmental health and fire permits in one place. Create a login with your email address, pick the permits you need, pay online and receive the permit by email. Applications include residential and commercial building permits, change of occupancy for a new business in an existing building, trade permits, septic, fire inspection, communication towers, solar installations and in-ground pools. Surveys and plats can also be submitted for review there as PDFs.

Have these ready before you start:

  • The site address, or a pin on the portal map if no address has been assigned yet
  • The owner’s name and mailing address, if you are not the owner
  • The contractor’s name, licence number, mailing address and email; you can add these later, but no building permit is issued until the County has checked them
  • PDF drawings for new construction

Permit and application fees are non-refundable. Under the ordinance, every building, plumbing, mechanical or electrical contractor must register with the Inspections Department, giving the business address and state licence number, before working in the County’s jurisdiction. Subcontractors use the Temporary Power Request form to authorise temporary power to all or part of a structure.

Greene County permit fees

Inspection fees are set in Section 29 of the County’s budget ordinance for FY 2026–27, in force from July 1, 2026; the department page still links its 2024 schedule, which charged $125 for a change of occupancy. Square-foot rates apply to the building’s total square footage, and every permit costs at least $50.

For example, the building permit for a 2,000 sq ft house is $280 before the trade permits and the $10 Homeowners Recovery Fund charge.

Each re-inspection costs $75 and must be paid before further inspections on the property. Starting without a permit adds a $100 charge, and inspections not listed on the schedule are billed at $50 an hour.

For a manufactured home, the County’s process sheet says a licensed set-up contractor must take out the building permit. An owner who owns both the home and the land and will live in it may buy the plumbing, mechanical and electrical permits personally.

Site plans and application documents

The Greene County Zoning Ordinance requires a site plan for every new house on a lot under 5 acres and for all commercial property, prepared, signed and sealed by a North Carolina licensed surveyor or engineer. It must be drawn at 1 inch = 60 feet or a larger scale and show:

  • Boundary lines with bearings and distances
  • The proposed house or buildings, driveway and parking, and all existing structures
  • Minimum building setbacks, buffers, easements and rights of way
  • A flood statement if the lot is in a flood hazard area
  • A statement on whether a swine farm lies within 750 feet of the construction

Property corners and the footprint of the new building must be marked or flagged on the ground. Accessory buildings and additions do not need a site plan unless Planning, the Building Inspector or the Health Department asks for one.

The ordinance also lists what an application must contain: the owner’s name and address, a signed statement of ownership, the owner’s written authorisation if an agent applies, the tax parcel number, a lien agent form where it applies, and a survey or deed if needed. Plans must name their author, and must carry a North Carolina architect’s or engineer’s seal where state law requires one. No permit is issued on a lot in a proposed subdivision until the plat has final Planning Board approval and is recorded.

How to get a Greene County building permit

1. Check where the lot is

In Snow Hill or its extraterritorial area, get the Town’s zoning permit first; in Hookerton or Walstonburg, ask the Town.

2. Sort out the septic permit

Apply to Greene County Environmental Health for a septic permit where the lot is not on sewer.

3. Order the sealed site plan

Needed for a new house on less than 5 acres and for any commercial project.

4. Apply in OpenGov

Choose the residential or commercial building permit, which includes County zoning approval, and add the trade permits.

5. Add the contractor

The permit is issued only after the County has checked the contractor’s licence details.

6. Post the permit card

Keep the building permit card and one approved plan set on site until the job is finished.

Inspections in Greene County

The permit holder has to tell the Inspections Department when each stage is ready. The ordinance lists these inspections:

  • Footing, before concrete is placed
  • Pre-underslab, with stone, vapor barrier and steel in place
  • Foundation and pre-subfloor, once supports and floor joists are installed
  • Framing and rough-in for all trades
  • Insulation, before interior finishes go on
  • Final, when the building is ready to occupy

Work may not continue past each stage until an inspector signs the permit card. Utilities may not be connected until the department approves them and issues the Certificate of Occupancy, though an inspector can allow temporary power or a temporary certificate for part of a building. A permit expires if work has not started within 6 months, or if it stops for 12 months.

Local Greene County details

Building your own home: an owner may do their own building, electrical, plumbing and mechanical work if they will live in the building for at least 12 months after completion, and must sign a sworn affidavit when the project costs $40,000 or more (G.S. 87-14; section 17F of the County ordinance still shows $30,000).

Snow Hill: the Town’s zoning permit costs $50, or $25 inside the historic district. Residential site review is $125, commercial site review $250, an excavating permit $200 and a driveway inspection $25. Before the County issues a Certificate of Occupancy, the Town must issue its certificate of compliance.
