Town of Plattsburgh, New York Building Permit Guide

To get a building permit in Town of Plattsburgh, confirm which office issues permits for the property’s address, then submit the application with your plans and required documents, pay the permit fees, and pass inspections before final approval. Alliance Permitting can prepare, file and track the permit for you and schedule the inspections.

The Town of Plattsburgh’s Codes & Zoning Department at Town Hall, 151 Banker Road, issues building permits for the whole town outside the separate City of Plattsburgh; applications are dropped off with the fee.

In the Town of Plattsburgh, the Codes & Zoning Department at Town Hall reviews and approves building permits, makes the state code inspections and fire inspections, and staffs the Zoning Board of Appeals. You drop the application and fee off at the office and the approved permit is mailed back, usually within about a week for a home project; a new one- or two-family house is charged 25 cents per square foot under the fee schedule in effect since September 5, 2025.

What requires a building permit in the Town of Plattsburgh?

The department’s page puts it simply: all structures in the town require a building permit, and you should call 518-562-6840 if unsure. The permit packet then carves out two exceptions: fences, and small sheds in the residential and neighborhood districts.

Permit needed

  • New houses, manufactured homes, additions and garages
  • Alterations and renovations, residential or commercial
  • Decks, porches, pavilions, pole barns, carports and gazebos
  • In-ground pools, above-ground pools with walls 24 inches or higher, hot tubs, and temporary pools (every year)
  • Wood stoves, gas fireplaces and generators
  • Oil and gas storage tanks above or below ground (fees from 500 gallons)
  • Solar panels, signs and demolition
  • Sheds over 144 sq ft

No building permit

  • Fences (zoning Section 5.2 still applies)
  • Sheds of 144 sq ft or less in the R1–R5, T3R, T3C and NC districts, kept at least 3 feet from side and rear lines and out of the front yard

The two documents do not line up exactly on sheds: the packet exempts sheds up to 144 sq ft in the listed districts and requires a permit above that, while the 2025 fee schedule prices sheds at $50 and sends sheds over 200 sq ft to the garage rate. A permitted shed must sit at least 10 feet from side and rear lines, and nothing may be built in an easement or the town right-of-way.

What the town decides and what the state holds

The state’s Uniform Code sets the construction standards, and the town cannot make them stricter without Code Council approval. The Town Board sets the fees after a public hearing, adopts the zoning ordinance (amended effective June 16, 2023, with a 2024 map amendment) and its own local laws, such as the solar law and the 2026 battery-storage moratorium, and the Codes & Zoning Department names the electrical inspection agencies it accepts.

Town of Plattsburgh building department: who handles permitting

The Codes & Zoning Department, with its code enforcement officers, covers every part of the town. The Town of Plattsburgh has no incorporated village inside it, so there is no second permit office within the town; the City of Plattsburgh, a separate municipality beside the town, runs its own Building Inspector’s office at City Hall, and city parcels are not handled here. The department also issues mobile home park permits, sign permits and burn permits and makes fire inspections, while the Planning & Community Development Department handles site plans and subdivisions for the Planning Board.

Town of Plattsburgh permit types and filing

There is no online portal. The building permit packet (revised July 26, 2021) holds the application, the building specification sheets and a checklist for each kind of job, and separate forms cover floodplain development, fuel storage tanks, solar arrays, signs, home inspections and manufactured home parks. The property owner must sign the application or give the contractor a signed agent letter.

Residential permits

Every residential checklist asks for a plot plan marked up to show the work, construction drawings (top and side views for decks and sheds, a manufacturer’s brochure for a shed or pool) and the specification sheets. Contractors file liability and workers’ compensation certificates naming the Town as additional insured with at least $1 million per occurrence; a homeowner who lives at the property and is doing the work on a non-commercial property may sign an affidavit instead. A new house also needs a 911 address number (the request forms are at the Codes office), plans sealed by a New York architect or engineer, and water and sewer service applications from the town’s Water & Wastewater Department where the lot is served. On additions and renovations, sealed plans are required once residential work exceeds $20,000, and the code officer can ask for them on any new habitable space.

Commercial permits

Commercial projects and multiple dwellings file two sets of plans, sealed once alteration costs pass $10,000, and are priced at 40 cents per square foot. Opening a business in an existing commercial space requires a $100 occupancy permit, and signs need the sign application with a plot plan and drawings. Work for other municipalities and government agencies is charged $1 per square foot with a $1,000 minimum.

What comes before the building permit

Zoning comes first: setbacks are in Schedule B of the zoning ordinance, uses in Schedule A, and the Town Center Code governs the town center district. Projects that need site plan review or a special use permit go to the Planning Board (sketch site plans from $150, detailed site plans from $250), and variances go to the Zoning Board of Appeals ($75 for a residential area variance, $125 for a use variance) on its 2026 submittal schedule. New lots and new dwelling units in site plans or subdivisions pay a recreation fee of $250 per buildable parcel or $150 per unit. Driveways need a permit from the agency that owns the road: the state DOT, the Clinton County Highway Department or the Town Highway Department (518-562-6880). A lot that needs a septic system gets its construction permit from the Clinton County Health Department, which publishes the Sewage Treatment System Permit Application packet with percolation-test forms.

Town of Plattsburgh building permit fees

The Codes and Zoning fee schedule took effect on September 5, 2025, the date the Town Board adopted the matching planning fee schedule by Resolution 25-207. Fees are based on the outside gross measurements of the work, and the secretary or code officer works out the amount from the square footage you supply.

On those rates a 2,000 sq ft house costs $500, and a 160 sq ft open deck works out to $32 and so pays the $50 minimum. Starting work before the permit adds a penalty of 50% of the application fee. Jobs not on the schedule are charged 1% of the estimated cost ($50 minimum), and any engineering, legal or other outside review the code officer needs is billed at actual cost.

Trade permits and who may pull them

The town’s permit packet asks for no local electrician, plumber or home-improvement license; it controls quality through inspection instead. Any job with electrical work needs a certificate from one of the four third-party agencies the town allows: Commonwealth Electrical Inspection Services, The Inspector, ADK Electrical Inspector and Middle Department Inspection Agency. Call the agency for its inspection and final certificate, and contact NYSEG before upgrading a service or adding electric heat. Every entrance must have an exterior light.

The fee schedule lists no separate plumbing permit; plumbing and electrical rough-ins are inspected as part of the building permit, at the framing stage when the mechanical rough-ins are complete. Water and sewer connections are applications to the Water & Wastewater Department, and stoves and fireplaces need the manufacturer’s installation instructions, clearances and chimney details with the $75 application.

How to apply for a Town of Plattsburgh building permit

1. Confirm the parcel is in the town

City of Plattsburgh addresses go to the city’s Building Inspector; everything else in the town comes here.

2. Clear zoning and planning

Check setbacks in Schedule B and ask whether the job needs Planning Board site plan review or a Zoning Board variance.

3. Follow your checklist

Use the packet section for your project: plot plan, drawings, specification sheets and insurance or homeowner affidavit.

4. Line up outside approvals

County septic permit, driveway permit, 911 address and water and sewer applications, as the checklist requires.

5. Drop off the application with the fee

Bring it to the Codes & Zoning office at 151 Banker Road; approved permits are mailed unless you ask otherwise.

6. Call for each inspection

Phone 518-562-6840 at each stage listed on your checklist, and file the electrical certificate before the final.

Review, corrections and what causes delay

The packet gives about one week for residential review and one to one and a half weeks for commercial or very large projects; the office calls, writes or emails if information is missing or the permit is denied. Plans can be amended at any time before the project is finished, with the code officer’s approval. A permit is valid for 12 months and is voided if construction has not started within six months; renewal costs 10% of the original fee.

⚠️ Battery storage moratorium. On October 1, 2026 the Town Board adopted Local Law 4 of 2026, a moratorium on new applications for battery-based energy storage systems; while it is in effect the Building Inspector/Code Enforcement Officer may issue no permit that would result in a new system. The law is titled a six-month moratorium and its purpose section declares a twelve-month one, while its term clause reads “a period of six months from the effective date of this Local Law (April 2nd, 2026 until October 2nd, 2026)”. At the vote the supervisor said it “adds an additional 6 months” to finish a new battery-storage law. The town has posted no other end date, so ask the Codes & Zoning Department whether it still applies.

Town of Plattsburgh inspections and certificates

Each checklist lists its inspection stages, and you call 518-562-6840 as each is reached. For a new building or addition they are: footings; the foundation wall with reinforcing hung in the forms before the pour; the finished foundation before backfill; framing once plumbing, electrical, fire-stopping and fire-proofing are in; insulation; fire-rated drywall or other fire separation; and completion with all other certificates issued. A deck is inspected when the 48-inch post holes are dug, at framing before decking and at completion; a pool only when the electrical certificate is in and the fence, alarms and self-latching gates are installed; a wood stove when it is set with clearances exposed and again when finished.

Demolition has its own sequence: NYSEG gas and power shut-offs and water termination at the curb, with proof filed with the permit application, an asbestos survey by a state-certified inspector even for a long-vacant building, and an inspection of drainage holes punched through the basement floor before a foundation is filled to grade. When a building can be used before it is finished, a temporary certificate of occupancy costs $25 per 30 days for a home.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

Town of Plattsburgh permit FAQ

How much is a building permit for a new house in the Town of Plattsburgh?

25 cents per square foot of outside gross area for a one- or two-family house, so $500 for 2,000 sq ft, plus separate county septic, driveway and water or sewer charges where they apply.

Do I need a permit for a fence?

No building permit is needed for a fence, but it must meet the zoning rules in Section 5.2, stay on your own land and stay out of easements and the town right-of-way. A pool fence is part of the pool permit.

Do I need a permit for a shed?

In the R1–R5, T3R, T3C and NC districts, not for a shed of 144 sq ft or less kept 3 feet from side and rear lines and out of the front yard. Larger sheds need a permit and a 10-foot setback; the fee schedule charges $50.

Who inspects the electrical work?

One of four approved third-party agencies: Commonwealth Electrical Inspection Services, The Inspector, ADK Electrical Inspector or Middle Department Inspection Agency. The town needs its certificate before closing the permit.

Can a homeowner pull the permit and do the work?

Yes. A homeowner who lives at the property can sign an affidavit that they are doing the work themselves in place of contractor insurance certificates, as long as the property is not commercial.

Does the Town of Plattsburgh cover the City of Plattsburgh?

No. The city has its own Building Inspector at City Hall, 41 City Hall Place. The town office covers all land in the town outside the city.

Is the town in FEMA’s flood insurance program?

Yes. FEMA’s Community Status Book lists the Town of Plattsburgh as a participating community, separate from the city, with a current flood map dated December 7, 2023. Development in a flood zone needs the town’s floodplain development permit ($100 application).

Town of Plattsburgh permit search and official resources

The town has no online permit lookup. Ask the Codes & Zoning office about a property’s permit history, or file a Freedom of Information Law request through the Town Clerk, whose page carries the FOIL forms. A buyer can order a $50 zoning compliance letter, and a $40 home inspection covers fire safety, property maintenance and zoning.
