In Norfolk, building, electrical, plumbing and mechanical permits are issued by Building Services in the Planning and Development Department, 309 N 5th Street (402-844-2060), and the city’s building codes reach two miles beyond its limits. Under the fee schedule in City Code Sec. 2-5, a new home is charged $0.26 per finished square foot on the ground floor and above, and starting work before applying triples the fee.

Codes, online filing and contractor registration
Norfolk has adopted the 2018 International Building, Residential, Mechanical, Plumbing and Fuel Gas Codes with local amendments, and the 2023 National Electrical Code as adopted and amended by Nebraska. Local changes include no design professional’s stamp for pole or post-and-beam buildings up to 2,400 square feet in the R-R, S-R and A districts, and no new layer of asphalt shingles over architectural laminated shingles.
Online permits: the city opened an online permit system on May 5, 2025, starting with miscellaneous permits (communication towers, decks, demolition, detached accessory structures, egress windows, fences, in-ground pools, mobile home locations, moving buildings, reroofing and roof repair, basement finishes and wall stabilization) and electrical, fire alarm and suppression, mechanical, plumbing and water heater permits; new structures, signs and curb grinds were to follow. The Building Services “online forms” link now opens the portal’s account login, and a public computer is available in the City’s entryway.

An owner building one home to live in, no more than once every two years, is exempt.
- Electricians need a state licence and city registration ($50 a year). A homeowner may wire the single-family home he or she lives in, after a homeowner verification form and a permit.
- Plumbers register with the city (contractor $50, journeyman $25); a contractor needs two years as a journeyman in the last six and a passing exam. Homeowners may plumb the single-family home they own and occupy or are building to live in.

Request inspections from the Planning and Development Department; the electrical code requires at least one working day’s notice, and wiring must pass a rough-in inspection before walls, ceilings or floors cover it. An electrical permit lapses if work does not begin within 180 days. The building official issues a certificate of occupancy after the final inspection finds no violations, and from the third re-inspection on each visit costs $62.50.
Local Norfolk rules
Detached accessory buildings in R-1: 25 feet from the front, 7 feet from the side and 10 feet from the rear lot line; buildings under 100 square feet may sit 2 feet from a side line and 10 feet from the rear, and a setback of 5 feet or less needs a 1-hour fire separation. Combined accessory floor area must stay under the greater of 8% of the lot or 864 square feet, no single building may exceed 2,000 square feet, buildings keep 10 feet apart, and those of 180 square feet or more need frost-protected footings or an engineered floating slab.
Floodplain: flood hazard areas follow the maps and rules in Chapter 27 of the city code (Secs. 27-241 to 27-260).
Badly damaged buildings: when the code official finds that repairs equal or exceed 50% of a building’s market value, the building must be removed unless the owner brings it up to the adopted codes within two years; buildings of historical or architectural value may still get repair permits.

Nebraska's state building code applies by default where a city, village or county has adopted none; local codes must conform generally, and the energy code is mandatory statewide. Nebraska rules
