In Kirksville, the Codes and Planning Division of the Community & Economic Development Department issues construction permits and inspects the work inside city limits. A building permit costs a $25 flat fee plus $4.25 per $1,000 of construction cost based on ICC national averages, and general contractors, electricians and plumbers must pass a City test before they can work in the city.

What needs a permit in Kirksville?

A building permit is needed to build a new structure, add to one, build a deck or place a pre-built structure such as a shed or mobile home. Repairs or alterations beyond ordinary repairs need a remodeling permit; ordinary repairs are cosmetic jobs such as painting, flooring, vinyl siding, cabinets, light fixtures or faucets.

Permit needed

  • Sheds, decks, porches, patios, carports, accessory buildings and detached garages of any size
  • Any new or replacement concrete or asphalt work, including driveways and sidewalks
  • Fireplaces and wood-fired furnaces, and replacement air-conditioning units, furnaces and water heaters
  • Roof sheathing replacement and metal roofs on houses
  • Gas and electrical work that a utility needs before reconnecting a customer
  • Demolition, signs and mobile home placement

No permit

  • Replacing shingles on a house (a licensed contractor is still needed unless the owner does the work)
  • Cosmetic ordinary repairs
  • Above-ground prefabricated pools installed to the maker’s instructions

Kirksville removed the usual residential-code exemptions for small sheds, low decks, sidewalks and driveways, so those jobs need permits here. Fences may be 4 ft high in a front yard and 7 ft behind the front line of the house without separate approval.

Kirksville permit applications

The City publishes separate applications for new single-family and duplex homes, new commercial buildings, commercial remodels, demolition, signs, mobile home placement and outdoor seating. Applications and documents go to the Codes and Planning office at City Hall or by email. For new homes the application asks for lot area, finished floor, garage and basement areas, the number of stories, the foundation’s height above the street or curb and the foundation type, and lists the licensed contractors on the job.

A signed and sealed set of engineering or architectural plans with a plot plan is needed for public-use projects such as stores, gas stations and offices, for buildings with three or more units, for commercial buildings over 2,000 sq ft and for buildings that will hold nine or more people. Demolition needs Historic Preservation Commission approval before the permit is issued, which can take about a week, and commercial demolitions need an asbestos report. A mobile home placement needs the park owner’s signature and a Moving Permit Utility Card signed by each utility.

Review times differ by document: the single-family and duplex application says review generally takes about two days once everything is submitted, and the Codes and Planning pamphlet tells applicants to allow 7–14 days.

Kirksville permit fees

Fees come from the City’s Exhibit A Fee Schedule, effective June 8, 2026, and are paid when the permit is issued. For new buildings the construction cost is calculated from ICC national averages.

Utility connections are charged separately: $200 for each new water meter connection, $200 for a new sanitary sewer connection and $100 for temporary construction water for nine months. Lot splits cost $250 plus $2 per lot (counting the parent lot), lot combinations $250, and subdivision plats $250 plus $2 per lot.

Contractor testing and trade permits

General contractors, electricians and plumbers must pass the City’s test, 25 multiple-choice questions for each specialty, before they can work in Kirksville; the City Code allows the test to be waived in certain cases. The first attempt is included in the business licence fee, each retest costs $25, and after a second failed round the applicant must wait two weeks. City staff check contractor licences before issuing a building permit.

These licence classes require a performance bond, or a certificate of general liability insurance for $25,000 in its place. Electrical and gas work is inspected for $20 and $23 a visit. Before gas service is turned on, a licensed plumber must pressure-test the line at 20 lbs of air for at least two hours; the inspector visits once to see the test start and again to confirm it held.

How to get a Kirksville building permit

1. Check the zoning district

Kirksville has 20 zoning districts with their own lot, height, setback and parking rules; the City Planner can help.

2. License the contractors

Every general contractor and subcontractor needs a current Kirksville business licence and, for general, electrical and plumbing work, a passed test.

3. Stake the lot

Locate the property pins and stake the building, using a surveyor if pins must be set.

4. Submit the application

File the application with the site plan and floor plan at City Hall or by email.

5. Pay at issue

Pay the fee when the permit is issued after plan review.

6. Call for inspections

Phone 660-627-1272 before anything is covered, and get the final inspection before the Certificate of Occupancy.

Kirksville inspections and building rules

Inspections are scheduled with the Codes and Planning office at 660-627-1272. Plumbing, electrical, mechanical and structural work must be inspected before it is covered, and missing a required inspection can lead to changes at the owner’s expense. A final inspection is needed before the Certificate of Occupancy is issued.

Local building rules

  • Footings, sewer lines and water lines at least 48 inches deep
  • Hard-wired, interconnected smoke alarms in all new and remodeled homes
  • Carbon monoxide detectors where there is an attached garage or fuel-burning appliance
  • Concrete or asphalt driveways and parking
  • No foundation or roof drains into the sanitary sewer
  • Plumbing vents through the roof, with a 3-inch minimum main vent
  • Used lumber and materials approved by a building official

Site requirements

  • Lots must drain adequately
  • Site plans show the structure, distances to lot lines and drainage direction
  • Best management practices for runoff on every site; a state land disturbance permit at 1 acre or more
  • Fall protection so pedestrians cannot wander onto the site

Local Kirksville rules

Codes: since March 21, 2022 Kirksville has enforced the 2021 International Building, Residential, Plumbing, Mechanical, Fire, Fuel Gas, Existing Building and Property Maintenance Codes, the 2020 National Electrical Code and the 2015 International Energy Conservation Code (Ordinance 12506). The local amendments set a 25 psf ground snow load.

Water meters: since March 23, 2026 (Ordinance 12716), Section 40-130 of the City Code has required every meter to be installed in a properly designed and protected meter pit or tile.

Floodplain: Kirksville takes part in the National Flood Insurance Program, and its floodplain article in the zoning code uses the Adair County flood study dated February 14, 2025 (the residential code’s design table still cites the 1981 maps). Development in a mapped flood area needs a floodplain development permit from the code administrator, and new or substantially improved homes must have the lowest floor, including any basement, 1 ft above the base flood elevation.

Historic review: every demolition permit needs Kirksville Historic Preservation Commission approval first, and the City offers demolition assistance to eligible residents.

Missouri building code

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
