Septic, driveway and flood rules on county land
Septic systems: under the county’s Wastewater Treatment System Ordinance, last revised March 18, 2025, the Health Department at 405 Harwood Ave., Lebanon (wastewater questions 417-532-3477), issues installation permits on lots or tracts of less than 5 acres. The fee covers one inspection before and one after the system is installed; any extra inspection costs $200, and only installers registered with the department each year (registration $100) may install, repair or alter a system. Septic and pump tank suppliers must tell the department at least three days before delivering a tank. Variances go to the county’s On-Site Wastewater System Board of Review.

Driveways: before building any temporary or permanent entrance onto a county right-of-way, file the driveway entrance application with the County Commission at the County Clerk’s office. Road & Bridge inspects the site to set the culvert size and location; the owner buys the culvert and materials and has them on site the day before the install date, and the county installs it.
Floodplains: Laclede County and Lebanon take part in the National Flood Insurance Program, with maps dated September 29, 2010. FEMA lists Conway and Evergreen in its section of communities not in the program.
